INVITATION FOR BIDS
The URBAN REDEVELOPMENT AUTHORITY OF PITTSBURGH (URA) will receive bids for the construction of site structures, bridges and decks over railroad and Port Authority of Allegheny County (PAAC) right of ways and all work incidental thereto required to complete the East Liberty Transit Center Improvement – Site Preparation Contract No. 1 – REBID until 11:00 AM prevailing time on Friday the 13th day of December, 2013 at its office, 11th Floor, 200 Ross Street, Pittsburgh, Pennsylvania 15219, at which time all bids will be publically opened and read aloud in the Wherrett Room on the 13th floor of the URA office. The scope of work includes  (all quantities approximate) 5,690 square feet of 6” concrete deck and amenities for a pedestrian bridge, 2,500 square feet of modifications to an existing concrete pedestrian access deck structure and associated amenities, 1,800 square feet of new 9” and 7 ?” thick elevated concrete pedestrian access deck structure and associated amenities, caisson foundations of various sizes, two stair towers, concrete bus platforms, steel framed busway canopies with polycarbonate roof panels, 1,460 square yards of asphalt pavement, a 600 amp 480/277 V panel board, LED and other associated site and structure lighting, electrical conduit and wiring, traffic signal improvements, hardscape and landscape (including irrigation system) installation.  
Contract documents will be available after 12:00 noon on Monday, November 18, 2013 at the URA’s Engineering and Construction Department, 11th Floor, 200 Ross Street, Pittsburgh, Pennsylvania 15219, upon a non-refundable payment of TWENTY ($20.00) DOLLARS payable to the Urban Redevelopment Authority of Pittsburgh. A Pre-bid Meeting for interested contractors will be held on at 9:30 AM, November 22, 2013, in the previously occupied Shadyside Spin store at Eastside retail development in East Liberty.  Address: 5932 Penn Circle South Suite B-202, Pittsburgh, PA 15206. Entrance is on the Highland Level above PNC Bank.  The purpose of the meeting is to allow interested firms to ask questions about the East Liberty Transit Center Improvements – Site Preparation Contract No. 1 – REBID and to clarify the requirements of the Invitation to Bid.
A certified check or bank draft payable to the order of the Urban Redevelopment Authority of Pittsburgh, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in a dollar amount equal to 5% of the total bid for East Liberty Transit Center Improvements – Site Preparation Contract No. 1 – REBID, shall be submitted for each bid. The bid submittal must include the Bid, Non-collusion Affidavit of Prime Bidder, Bid Bond, Statement of Bidder’s Qualifications, and the Certificate of Minority and Women’s Participation.  
Wages Paid on this project shall not be less than the minimum wages determined by the U.S. Department of Labor as set forth in the Contract Documents.
URA, In compliance with 49 C.F.R., Part 26, as amended, implements positive affirmative action procedures to ensure that all Disadvantaged Business Enterprises have the maximum opportunity to participate in the performance of contracts and subcontracts financed, in whole or in part, with federal funds provided for this Project.  In this regard, all Bidders shall take all necessary and reasonable steps in accordance with 49 C.F.R., Part 26, to ensure that DBE’s have the maximum opportunity to compete for and perform contracts. Bidders shall not discriminate on the basis of race, color, national origin or sex in the award and performance of DOT-assisted contracts.  It is a condition of this Contract that all Bidders shall follow the DBE required procedures as set forth in the Bid Documents.
The Contractor will be required to comply with the following laws, rules and regulations:

STORMWATER MANAGEMENT FACILITIES IMPROVEMENTS
(RE-BID)
The scope of work includes the grading and restoration of three stormwater detention facilities including 425 LF of low flow channel, 510 SY of gravel access drive, 200 CY of riprap, installation of a fore bay and emergency spillway and all necessary appurtenances and restoration for said construction.  Also includes section of Trail restoration.  
All work shall be constructed according to the Contract Drawings and Specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc., 846 Fourth Avenue, Coraopolis, Pennsylvania  15108-1522.  Bids will be publicly opened and read aloud approximately at 12:00 PM on November 27, 2013 at the office of Lennon, Smith, Souleret Engineering, Inc., 846 Fourth Avenue, Coraopolis, Pennsylvania  15108-1522.  
Copies of the Contract Drawings and Specifications may be obtained by depositing a non-refundable deposit of One Hundred Dollars ($100.00) with the Engineer.  
A Mandatory Pre-Bid Meeting will be held on November 18, 2013 at 10:00 AM at the offices of Lennon, Smith, Souleret Engineering, Inc.  
Pennsylvania prevailing wage rates apply.  Proposals must be upon the forms furnished by the RIDC. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Regional Industrial Development Corporation to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. This project will include all requirements of the Allegheny County Economic Development (GEDF Funding).  
The RIDC reserves the right to reject any or all bids, to waive any informalities in the bidding, or to advertise for new proposals, if in the judgment of the RIDC, it is in their best interest.  
No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.  Should there be reasons why the Contract cannot be awarded within the specified period; the time may be extended by mutual agreement between RIDC and the Bidder.

The Children’s Museum of Pittsburgh (CMP) will accept Bids from qualified General Contractors capable of providing the following services:   Sub floor preparation and Installation of new flooring systems for the Children’s Museum of Pittsburgh’s Studio Exhibit and Office areas located on the first floor of the old Post Office building in the Children’s Museum complex. The successful contractor will complete the design and build the project.  Project work includes sourcing of materials, submittals and shop drawings as well as general construction, partial removal of existing flooring, placement of sub floor and underlayment, preparation of sub floor, and installation of new flooring systems [engineered wood and others] with custom transitions by and between new systems and at existing surfaces.
