Invitation to Bid
Newbury Development Associates, LP, in cooperation with The Township of South Fayette, is issuing a Request for Proposals /Bids for Construction for the State Route 50 Roadway Improvement Project.  This construction project includes new turning lanes and traffic signals along SR 50.  Contractors must be PennDOT-certified, and all construction work must be in conformance with PennDOT standards.

INVITATION FOR BIDS
The Washington County Housing Authority will receive separate sealed bids for three separate prime contracts with the Authority for H/C Unit Conversion at PA17-05 Valley View Terrace, Canonsburg, PA.
A certified check or bank draft, payable to the Washington County Housing Authority, U.S. Government Bonds, or a satisfactory Bid Bond executed by the bidder and acceptable sureties in the amount equal to ten percent (10%) of the bid shall be submitted with each bid.
Bids will be received no later than 10:00 A.M prevailing time, Thursday, February 13th, 2014 at the Washington County Housing Authority, 100 Crumrine Tower, Franklin St., Washington, PA. INVITATION FOR BIDS
The RIDC Southwestern Pennsylvania Growth Fund will receive bids for the construction of the Parking Lot including retaining wall and utility infrastructure in the “LYSLE BOULEVARD REDEVELOPMENT PROJECT Area” in the City of McKeesport until 2:00 P.M. prevailing time, on Friday, February 7, 2014 at the offices of Mackin Engineering Company, RIDC Park West, 117 Industry Drive, Pittsburgh, Pennsylvania 15275, at which time and place all bids will be publicly opened and read aloud.
A Pre-Bid meeting will be held promptly at 2:00 PM Friday, January 24, 2014 at the project site at 901 Lysle Boulevard (S. R. 0148). A responsible representative of the bidder should attend. The purpose of the meeting is to answer questions concerning the Drawings and Specifications. If any questions are raised for which adequate answers cannot be found in the Contract Documents, an addendum will be issued to all Bidders to clarify the issues.  Copies of the contract documents including drawings, technical specifications, and bid forms are available at the offices of Mackin Engineering Company, RIDC Park West, 117 Industry Drive, Pittsburgh, PA 15275. A non-refundable payment of $125.00 is required for each set of contract documents. No documents will be distributed without the correct deposit, ordering and bidding requirements.  Each bid shall be accompanied by a bid guaranty, which shall not be less than ten percent (10%) of the total amount of the bid. The form of the guaranty shall be in accordance with the type permitted under the contract documents.

Enterprise.  Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the “Section 3 Clause” as set forth in 24 CFR, Part 135.38.  Moreover, compliance is required by the prime contractor and all subcontractors with the document entitled Federal General Conditions that is included with the bid materials furnished, these Federal General Conditions to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s).  Partial funding for this project is provided by the Commonwealth of PA RACP program which requires
compliance with the Steel Products Procurement Act, the Trade Practices Act, and the Public Works Contractors’ Bond Law during project implementation.
As used in this Notice, and in the contract resulting from this solicitation, the “covered area” is the Pittsburgh Metropolitan Statistical Area (MSA) which includes the Counties of Allegheny, Beaver, Butler, Fayette, Washington and Westmoreland.  All bidders are required to contact Section 3 Business concerns in the Pittsburgh MSA. The RIDC Southwestern Pennsylvania Growth Fund reserves the right to reject any or all bids or to waive any informality in the bidding.  Bids may be held by the RIDC Southwestern Pennsylvania Growth Fund for a period not to exceed sixty (60) days from the date of opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the contract.  In no event will the RIDC Southwestern Pennsylvania Growth Fund consider a contractor as eligible if he cannot initiate the work under the contract within 15 days of the contract execution and proceed to the successful completion of the work within one hundred twenty (120) consecutive calendar days of the Notice to Proceed.
