No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.
A Pre-Bid Conference will be held on each of the above items at 9:00AM, February 13, 2014 in the Port Authority’s Board Room at 345 Sixth Avenue, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged.  Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable.

INVITATION FOR BIDS
The URBAN REDEVELOPMENT AUTHORITY of Pittsburgh will receive bids from qualified contractors for the renovation of the existing two-story structure and site improvements located at 413 Larimer Avenue, and all work incidental thereto required to complete 413 Larimer Avenue Addition, Alterations and Rehabilitation Contract – REBID, until 11:00 a.m. prevailing time on Tuesday, March 4, 2014, at its office, 11th floor, 200 Ross Street, Pittsburgh, Pennsylvania 15219, at which time all bids will be publicly opened and read aloud in the Conference Room on the 11th floor.
Contract documents will be available after 10:00 a.m. on Thursday, February 6, 2014, in the Engineering and Construction Department, 11th Floor, 200 Ross Street, Pittsburgh, Pennsylvania 15219, upon a non-refundable payment of THIRTY FIVE ($35.00) DOLLARS made payable to the URA of Pittsburgh.  CHECK OR MONEY ORDER ONLY.  Contract documents will not be mailed.

A certified check or bank draft payable to the order of the Urban Redevelopment Authority of Pittsburgh, negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond, executed by the Bidder and an acceptable surety in a dollar amount equal to 5% of the total bid, shall be submitted.  Each bid submittal must include the Bid, Non-collusion Affidavit of Prime Bidder, Bid Bond, Statement of Bidders Qualifications, and Certification of Minority and Women’s Participation with Exhibits.
Wages paid on this project shall not be less than the minimum wages determined by the Commonwealth of Pennsylvania Department of Labor and Industry as set forth in the contract documents.
Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with the Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the URA’s MBE/WBE Program, which sets forth goals of 18 percent Minority and 7 percent Female Business Enterprise.

REQUEST FOR
QUALIFICATIONS (RFQ)
The Southwestern Pennsylvania Corporation (SPC), a 501(c)(3) corporation, on behalf of the Southwestern Pennsylvania Commission, is soliciting Statements of Qualifications for “Engineering Consultant Services for the Regional Traffic Signal Program-3rd Cycle”.
The selected firm(s) or team(s) of firms will assist SPC with tasks associated with the Regional Traffic Signal Program. The Regional Traffic Signal Program will be assisting local governments by providing funding and technical assistance in order to implement projects that will optimize the operations of traffic signals throughout the region that SPC serves. Consultant services will include traffic data collection, signal timing optimization through simulation modeling, final design services, and signal timing implementation.

PENN HILLS MULTI-PURPOSE CENTER COMMUNITY ROOM AND KITCHEN PAINTING
The Project includes the painting of the ceiling and walls of the lower floor to include the community room and kitchen at the Penn Hills Multi-Purpose Center.
All Proposals must be in the hands of Mohammed Rayan, Municipal Manager, Municipality of Penn Hills, 12245 Frankstown Road, Pittsburgh, PA 15235, by 10:30 A.M., prevailing time on, February 20, 2014.
Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words “MULTI-PURPOSE CENTER PAINTING PROJECT.”
Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the Penn Hills Purchasing Office, located at 12245 Frankstown Road, Second Floor, Room 213, Pittsburgh, PA  15235  where sets of said documents may be obtained upon payment of $25.00 per set.   No refund will be made for the return of any documents.
Davis-Bacon wage rates are required to be paid on this project.
There will be a pre-bid meeting on Monday, February 10, 2014 at 1:00 P.M. at the Penn Hills Multi-Purpose Center, 2025 Lincoln Road, Pittsburgh, PA  15235.
Proposals must be submitted on the forms provided by the Municipality of Penn Hills. Proposals to receive consideration must be accompanied by a Certified Check or Bidder’s Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Municipality of Penn Hills in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract.
The Proposals must be made to the Municipality of Penn Hills, Allegheny County, Pennsylvania, and shall remain firm for a period of ninety (90) days.  No Bidder may withdraw his Proposal during the ninety (90) day period without forfeiting his Bid guarantee.
Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman’s Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
