The Westmoreland County Housing Authority (WCHA) is requesting construction bids for three (3) prime contracts (General Construction, Plumbing Construction and Electrical Construction associated with the following project:

Sealed bids will be received by Michael L. Washowich, Executive Director, until February 28, 2014 at 10:00 A.M. (Eastern Standard Time) at the office of the Westmoreland County Housing Authority, 154 South Greengate Road, Greensburg PA 15601, at which time they will be opened publicly.
A Pre-Bid Meeting will occur at the Valley Manor on February 14, 2014 at 1:30 p.m. (Eastern Standard Time) at the address identified above. Pre-bid inspections can be performed and scheduled by contacting Mr. Erik Spiegel via email at: eriks@wchaonline.com.
Interested respondents shall obtain hard copy bid documents from the WCHA-Administration Office for a non-refundable sixty ($60) dollar fee, telephone (724) 832-7248, ext. 3056 or 3021. Electronic Bid Documents are available for downloading at no cost at www.wchaonline.com. Inquiries and plan holder registration shall be emailed to eriks@wchaonline.com. Plan holders shall register with WCHA via email in accordance with the bid requirements.

Request for Proposals
Notice is given that the County of Butler, is seeking proposals for engineering services for projects in the Community Development Block Grant (CDBG) being done in 2014, 2015, and 2016.  Complete details and technical specifications are included in the Request for Proposals which is available by contacting Butler County Planning Commission, 124 W. Diamond St, Po Box 1208, Butler, PA 16003. Phone: (724) 284-5303.
Funding for these services comes under the Community Development Block Grant Program administered by the County of Butler.
The Butler County Controller’s Office, 124 W. Diamond St, PO Box 1208 Butler, PA 16003 will accept sealed proposals with your firms name and address printed clearly on the outside of the envelope until 2:00 p.m., on Friday, February 28, 2014. Opening will be at 9:30 a.m. Monday, March 3, 2014 at the Commissioner’s agenda setting meeting.

The County of Butler will assign a weight for MBE/WBE and Section 3 business participation for each Request for Proposal.  This weight will be included as one of the criteria for selection for each RFP.

A MANDATORY pre-bid meeting and site-visitation will be held onsite beginning at 9:30 a.m. on Tuesday, February 18, 2014. The assembly point will be the West Hills Center Security Office, South Building (around left side of complex), 1000 McKee Road, Oakdale, PA 15071.

No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.
A Pre-Bid Conference will be held on each of the above items at 9:00AM, February 13, 2014 in the Port Authority’s Board Room at 345 Sixth Avenue, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged.  Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable.
All items are to be FOB delivered unless otherwise specified.  Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.

FORM OF ADVERTISEMENT
PUBLICATION DATE:  February 14, 2014
1. The Public Parking Authority of Pittsburgh (“Authority”) shall accept sealed bids for the performance of the work described below (the “Work”) at its office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222, until 11:00 a.m. local time on Friday, March 7, 2014.
2. DESCRIPTION OF WORK:  Project comprises of removal and installation of a new HVAC system for the Authority’s office space located at the Wood Allies Parking Garage.
3. The Instructions to Bidders, including the Form of Bid, Form of Agreement, General Conditions, Plans and Specifications, may be obtained after 3:00 p.m. local time on
Monday, February 17, 2014 at the Authority’s office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222.
4. A Mandatory pre-bid conference will be held at the Authority’s office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania  15222 at 1:00 p.m. local time on Thursday, February 20, 2014.  The purpose of the pre-bid conference is to provide additional detail regarding the Work.  The information provided at the pre-bid conference will be essential in preparing a bid to perform the Work.  Persons or entities that intend to submit bids to perform the Work are required to send to the pre-bid conference at least one representative who will understand the information presented at the pre-bid conference in a manner that allows such information to be incorporated in the preparation of the bid to perform the Work.  It is expected that the representative who attends the pre-bid conference will be experienced in construction matters and employed by the bidder in a supervisory capacity.  Pre-bid attendance is mandatory.
5. Sealed bids received prior to the deadline will be publicly opened and read at 11:00 a.m. local time on Friday, March 7, 2014.
6. Each bid submitted must be accompanied by a bid guaranty of ten percent (10%) of the proposed bid in the form of a bid bond, certified cashier’s or treasurer’s check payable to the Authority.
7. The Authority reserves the right to (i) change, at any time prior to the bid deadline at 11:00 a.m. local time on Friday, March 7, 2014 the Contract Documents; (ii) waive any informality in any or all submitted bids; and (iii) reject any or all submitted bids.
