REQUEST FOR PROPOSALS
The Municipality of Penn Hills is seeking a proposal from a qualified engineering firm for “Engineering Services for Thompson Run Interceptor Protection and Stream Alignment Project”. A stream alignment concept plan and lump sum price is being requested for engineering, permit acquisition, bidding and contract administration. The stream realignment will start at the bridge near the intersection of Thompson Run Road and Old William Penn Highway in the Municipality of Penn Hills, Allegheny County, PA and extend approximately 400 feet downstream.
The request for proposal may be obtained by calling Penn Hills Purchasing Department at 412-798-2121. Proposals shall be delivered to the Municipality of Penn Hills Municipal Building, 12245 Frankstown Road, Pittsburgh, PA 15235 Attn: Cynthia Carson on or before 2:00 P.M. EST on Monday, March 17, 2014. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words “Penn Hills – Engineering Services for Thompson Run Interceptor Protection Project”.
A pre-bid conference call will be held to discuss the project and answer any questions. The call will be on Friday, February 28, 2014 at 10:00 AM EST. To attend the conference call dial 412-380-2000, the guest code is 1546449.
This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138 and 12432 and EPA Regulations at 40 CFR Part 30, et al., through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DEB firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. Both the engineering and construction portion of this project are subject to these requirements for EPA funded projects.
The Proposals must be made to the Municipality of Penn Hills, Allegheny County, Pennsylvania, and shall remain firm for a period of ninety (90) days.  No Bidder may withdraw his Proposal during the ninety (90) day period without forfeiting his Bid guarantee.
The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.

A Pre-Bid Conference will be held on each of the above items at 9:00AM, February 13, 2014 in the Port Authority’s Board Room at 345 Sixth Avenue, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged.  Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable.
All items are to be FOB delivered unless otherwise specified.  Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.
Port Authority of Allegheny County hereby notifies all bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, disadvantaged business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The Board of Port Authority reserves the right to reject any or all bids.
