The City of Pittsburgh, in cooperation with the Pennsylvania Department of Transportation, will be accepting bids, through the Pennsylvania Department of Transportation Electronic Construction Management System (ECMS) for the construction of the Central Business District Signals Phase II. The work will include replacement of eleven traffic signals in the Central Business District of the City of Pittsburgh.
The construction plans and specifications can only be viewed on the Pennsylvania Department of Transportation ECMS website: www.dotl4.state.pa.us/ecms. ECMS No. 28182 beginning Thursday, March 20,2014, at 3:00 p.m. EST.
Only electronic bids will be accepted from ECMS prequalified contractors. All bidders on this project must be prequalified by the Pennsylvania Department of Transportation for this type of work.

REQUEST FOR BIDS FOR PURCHASE OF SITE
Port Authority of Allegheny County (Port Authority) is seeking responsive bids to a Request for Bids for Purchase of Site (Site RFB) from interested and financially capable individuals, developers, companies and/or firms to acquire an approximately 7.7699 acre parcel of vacant and graded land that fronts Montour Church Road in the Townships of Robinson and North Fayette, Allegheny County, Pennsylvania (the Site) from Port Authority.
Port Authority is fee simple owner of the Site, and it has identified the Site as excess property. Accordingly, Port Authority is seeking bids to sell the Site for a minimum asking price of $1.66 million or the highest responsive offer received.  In the event of receipt of multiple responsive bids of equal dollar values, Port Authority will provide those responsive bidders submitting bids in equal monetary amounts with the opportunity to submit best and final offers to acquire the Site.

A Pre-Bid Conference will be held on each of the above items at 9:00AM, March 13, 2014 in the Port Authority’s Board Room at 345 Sixth Avenue, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged. Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable. All items are to be FOB delivered unless otherwise specified.  Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.
Port Authority of Allegheny County hereby notifies all bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, disadvantaged business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
