INVITATION TO BID
THE RIDC REGIONAL GROWTH FUND is soliciting proposals from qualified companies to perform Repainting of Two (2) 500,000 Gallon Non-Potable Water Ground Storage Tanks at the RIDC – Westmoreland Site, Mt. Pleasant, Westmoreland County, PA
Bids will be received at the office of RIDC – Westmoreland, 1001 Technology Drive, Mount Pleasant, PA  15666 no later than 2:00 p.m., Monday, May 5, 2014.
Bids are to be in sealed envelopes, the outside to clearly indicate that it is a sealed bid, the name of the bidder, the due date and time, and the project title: “SEALED BID – REPAINTING OF TWO (2) WATER STORAGE TANKS”.
Bid specs & plans may be obtained at cost from MAZZA DESIGN SOLUTIONS, LLC, 232 Center Grange Road, Aliquippa, PA 15001-1421, Phone 724-728-8111.
Each proposal shall be made upon forms provided and shall be accompanied by a bid bond, certified check, or cashier’s check in the amount of 10% of all the base and alternate bids.  No bidder may withdraw his bid within ninety (90) days after bid opening.
MANDATORY PRE-BID MEETING will be held on site at 10:00 a.m., Tuesday, April 22, 2014.
The Project is funded by the Redevelopment Assistance Capital Program (RACP). Pennsylvania Steel Products Procurement Act, Trade Practices Act and Americans with Disabilities Act apply to the project. Public Works Contractors’ Bond Law:  Payment and Performance Bonds (100% of Contract Value) and a two (2) year Maintenance Bond are required on this project. The Prevailing Wage Determination Act is applicable for this project and certified payrolls shall be properly executed and submitted for review and approval. Fidelity Bonds apply to the project. Insurance: Worker’s Compensation Insurance, Comprehensive General Liability Insurance, Property Damage Insurance, Identify Commonwealth as Additionally Insured. These Conditions to be incorporated into all construction contracts between RIDC and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s).

The City of Pittsburgh, in cooperation with the Pennsylvania Department of Transportation, will be accepting bids, through the Pennsylvania Department of Transportation Electronic Construction Management System (ECMS) for the Forbes Avenue Reconstruction-Phase 1B project.  The limits of work extend from the intersection of Forbes Avenue and Wood Street to Forbes Avenue and Smithfield Street, including the Forbes Avenue and Smithfield Street intersection. The work will include the reconstruction of Forbes Avenue, from building line to building line, upgrades to street lighting and drainage, as well as constructing a new signalized intersection.
The construction plans and specifications can only be viewed on the Pennsylvania Department of Transportation ECMS website: www.dot14.state.pa.us/ecms, ECMS No. 93907 beginning Thursday, April 10, 2014, at 3:00 p.m. EST.
Only electronic bids will be accepted from ECMS prequalified contractors. All bidders on this project must be prequalified by the Pennsylvania Department of Transportation for this type of work.

No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.
A Pre-Bid Conference will be held on each of the above items at 9:00AM, April 15, 2014 in the Port Authority’s Board Room at 345 Sixth Avenue, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged.  Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable. All items are to be FOB delivered unless otherwise specified.  Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.
