1. The Public Parking Authority of Pittsburgh (“Authority”) shall accept sealed bids for the performance of the snow plowing and snow removal described below (the Snow Plowing and Snow Removal) at its office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222, at 11:00 AM local time on Thursday, August 14, 2014.
2. Description of the Snow Plowing and Snow Removal: The performance of snow plowing and snow removal for various Authority owned parking garages and lots located within the City of Pittsburgh, Pennsylvania, as and when requested by the Authority.
3. The Solicitation, including the Requirements for the Form of Bid, Form of Contract and General Conditions, may be obtained after 3:00 p.m. local time on Thursday, July 24, 2014 at the Authority’s office at 232 Boulevard of the Allies, Pittsburgh, PA  15222.
4. A Mandatory pre-bid conference will be held at the office of the Public Parking Authority of Pittsburgh, 232 Boulevard of the Allies, Pittsburgh, Pennsylvania  15222 at 10:00 AM local time on Friday, August 1, 2014. The purpose of the pre-bid conference is to provide additional detail regarding the Work.  Pre-bid conference attendance is Mandatory.
5. Sealed bids received prior to the deadline will be publicly opened and read at 11:00 AM local time on Thursday, August 14, 2014.
6. The Authority reserves the right to (i) change, at any time prior to the bid deadline of 11:00 AM local time on Thursday, August 14, 2014, the Solicitation, including the Requirements for the Form of Bid, Form of Contract and General Conditions, and any other documents related to the Snow Plowing, and Snow Removal (ii) waive any  defect, irregularities or informalities in any or all submitted bids; and (iii) reject any or all submitted bids.

A non-refundable deposit of $15.00 for an electronic file of the specifications and plans will be required. Addenda, if any, will be issued to only those persons whose name and address are on record with Senate Engineering Company as having obtained the contract documents.
Bids must be submitted on the forms furnished by the Hawthorn Redbank Redbank Municipal Authority and must be accompanied by a certified check or bid bond, in the form attached to the Contract Documents, in the amount of 10% of the bid made payable to the Hawthorn Redbank Redbank Municipal Authority.  All envelopes containing bid proposal shall be clearly marked “Proposal for CONTRACT #3 – OAKRIDGE AND MAYPORT AREA SANITARY SEWER PROJECT”.
“Notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968.   Regulations can be found at www.hud.gov/offices/fheo/section3/section3.cfm under “Helpful Tools”.
Notice is also hereby given that this project is regulated under Executive Order 11246–Equal Employment Opportunity (www.dol.gov/esa/regs/statutes/ofccp/eo11246.htm) and related contract specifications.
Prime Contractors should use the Directory of Minority, Women and Section 3 Business Enterprises to solicit proposals from potential subcontractors.
This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs).  Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.  Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents.
In addition, the attention of the bidders is drawn to the Minority Business Enterprise and Women Business Enterprise (MBE/WBE) requirements for construction projects funded under PENNVEST Clean Water and Drinking Water State Revolving fund loan program. The lowest qualified bidder will be required to submit documentation showing compliance with the MBE/WBE requirements.
The Hawthorn Redbank Redbank Municipal Authority reserves the right to waive any informalities or to reject any or all proposals, or any part thereof.
 
 
Request for Proposals
Allegheny County is issuing an RFP from experienced marketing and/or public relations firms/individuals to develop and execute a comprehensive awareness and recruitment campaign. The goal of the campaign is to educate the Allegheny County community about the need for individuals and families interested in fostering youth ages 14 through 17, in order to assist DHS in building a broader foster care network that represents the geographic, ethnic and racial diversity of children in foster care.

No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.
A Pre-Bid Conference will be held on each of the above items at 9:00AM, July 28, 2014 in the Port Authority’s Board Room at 345 Sixth Avenue, Fifth Floor, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged.  Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable. All items are to be FOB delivered unless otherwise specified.  Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.

REQUEST FOR PROPOSALS
The Port Authority of Allegheny County (Authority), a public authority organized under the laws of the Commonwealth of Pennsylvania, is responsible for providing public transportation services in Allegheny County.  The Authority is in operation 24 hours a day, 365 days a year.  The Authority has an annual operating budget of approximately $388.5 million and currently employs approximately 2,658 people.
The Authority, in cooperation with its primary labor union, Local 85 of the Amalgamated Transit Union (ATU), has convened a Healthcare Committee under the terms of an August, 2012 collective bargaining agreement between the parties to seek opportunities for cost savings. The parties would also like to explore options that would potentially preserve access to both regional healthcare provider systems – University of Pittsburgh Medical Center and the Allegheny Health Network – for those employees who have a desire for such continued access.
The Authority seeks to partner with a medical insurer or administrator who can deliver a high quality, comprehensive program that focuses on member overall health and well-being, while also providing the Authority and its employees with the opportunity to achieve overall healthcare cost savings as contemplated by the August, 2012 collective bargaining agreement between Port Authority and ATU.
This request for proposals (RFP) is being issued directly by the Authority and is hereby requesting proposals from medical insurers and plan administrators to provide active and retiree health care benefits effective January 1, 2015.

The Westmoreland County Housing Authority (WCHA) is requesting construction bids for replacing stormwater inlets and patio slabs at the referenced project and sealed bids will be received by the WCHA, until August 8, 2014 at 10:00 A.M.
