No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.
A Pre-Bid Conference will be held on each of the above items at 9:00AM, December 3, 2014 in the Port Authority’s Board Room at 345 Sixth Avenue, Fifth Floor, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged. Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation.  The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable. All items are to be FOB delivered unless otherwise specified.  Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.
Port Authority of Allegheny County hereby notifies all bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, disadvantaged business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Housing Authority of the City of Pittsburgh (“HACP”) hereby requests proposals from requests proposals from Community non-profit Development Organizations (“CDO”), Community Based Organizations (“CBO”), Faith Based Organizations (‘FBO”), property owners and/or real estate firms (hereinafter, collectively, “Developer”) that have the capacity to produce and sell to HACP scattered sites units and/or further co-develop scattered sites units in partnership with HACP’s instrumentality, Allies and Ross Management & Development Corporation (“ARMDC”), throughout the City of Pittsburgh over the next five-(5) years. The units must be located within the City of Pittsburgh and that these units will form part of HACP’s Scattered Sites portfolio and/or managed as a mixed-financed development. The CDOs/CBOs and FBOs will be given preference under this solicitation.

INVITATION FOR BIDS
BIDS DUE:
Michael Baker Jr. Inc., (“Baker”) Construction Manager for Eastside Limited Partnership III (ESIII) (“Owner”), will receive bids until 11:00 am prevailing time on December 19th, 2014 pat the ESIII/Baker project office located at 6022 Centre Avenue (Previously named Penn Circle South), Pittsburgh, PA 15206, for construction of the East Liberty Transit Center Bike Shelter (“the Bike Shelter Project”). Bids will then be publically opened and read aloud in the Presentation Room. All bid opening attendees must sign and be seated prior to bid opening time.
DESCRIPTION:
The Bike Shelter project is an approximately 770 square foot open air structure including all work incidental thereto required for a bike storage station. Bidding documents will be available from the Construction Manager by CD or by printed copy for purchase of $5.00 each (limit one per bidder) after 10:00 am on Wednesday, December 3rd at 6022 Centre Avenue (f/k/a Penn Circle South), Pittsburgh, PA 15206
SCHEDULE:
Notice to proceed from Owner is anticipated on or about January 6th, 2015 with final completion by May 18th, 2015.
BIDS:
The bid submission package must include:
1- the Bid,
2- the Non-collusion Affidavit of Prime Bidder,
3- the Bid Bond – for 5% of bid amount, submitted as either a certified check or bank draft payable to Eastside Limited Partnership III or a satisfactory Bid Bond executed by the Bidder
4- the Statement of Bidder’s Qualifications,
5- the Certificate of Minority and Women’s Participation,
6- the DBE MBE/WBE Solicitation and Commitment Statement, and all other documents required in the Instructions to Bidders,
7- the package of certifications included with the contract documents relating to Equal Employment Opportunity and participation of Disadvantaged, Minority and Women’s Business Enterprises
Disadvantaged, Minority, and Women owned enterprises are encouraged to submit bids as prime contractors or team with prime contractors.
Federally-Assisted and Federal Transit Administration: All bidding, reporting, record keeping, contracting/subcontracting, and construction work, and all other requirements of the Federal Transit Administration will apply to bidding and performance of the Work by Contractor..
Wages Paid on this project shall not be less than the minimum wages determined by the U.S. Department of Labor as set forth in the Contract Documents.
Contractor will be required to comply with all applicable Equal Employment Opportunity requirements for Federally-Assisted and Federal Transit Administration funded construction contracts. The Contractor must assure that employees and applicants for employment are not discriminated against because of their age, race color, religion, sex, national origin, disability, or political or union affiliation. Attention is called to Executive Order 11246. ESIII, In compliance with 49 C.F.R., Part 26, as amended, implements positive affirmative action procedures to ensure that all Disadvantaged Business Enterprises have the maximum opportunity to participate in the performance of contracts and subcontracts financed, in whole or in part, with federal funds provided for this Project. In this regard, all Bidders shall take all necessary and reasonable steps in accordance with 49 C.F.R., Part 26, to ensure that DBE’s have the maximum opportunity to compete for and perform contracts. Bidders shall not discriminate on the basis of race, color, national origin or sex in the award and performance of DOT-assisted contracts.  It is a condition of this Contract that all Bidders shall follow the DBE required procedures as set forth in the Bid Documents. The Contractor will be required to comply with all applicable laws, rules and regulations, including but not limited to all applicable standards, orders or regulations issued pursuant to:
•the Clean Air Act as amended (42 U.S.C. 1875 et seq.)  See 40 CFR, Part 15, for relevant regulations of the EPA.
•the Copeland “Anti-Kickback Act” (18 U.S.C. 874) as supplemented in Department of Labor Regulations (29 CFR, Part 3).
•the Davis-Bacon Act (40 U.S.C. 276-a to a-7) as supplemented by Department of Labor Regulations (29 CFR, Part 5), and with the Contract Work Hours and Safety Act (40 U.S.C. 327 et seq.) as supplemented by Department of Labor Regulations (29 CFR, Parts 5 and 1926).
•Title VI of the Civil Rights Act of 1964, Section 109 of the Community Development Act of 1974, with Executive Order 11625 (Minority Business Enterprise) and Executive Order 12138 (Women Business Enterprise).
A PRE-BID information and site visit meeting will be held at:1:30pm December 10th, 2014 at the ESIII/Baker project office located at 6022 Centre Avenue (Penn Circle South), Pittsburgh, PA 15206Attendance at this meeting is STRONGLY recommended (but not mandatory) for bidding prime contractors.  The purpose of the meeting is to allow interested firms to ask questions about the project and to review some of the requirements in the Invitation to Bid, instructions to bidders, and the bid period process, as well as to observe the Bike Shelter project site. Addendums will only be issued to contractors and interested parties that have registered their email accounts at the pre bid meeting or at the email address given below. Bidders must only submit a bid if they have received all addendums issued prior to bid date.
Bids may be held by ESIII for a period not to exceed 15 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigation of Bidder’s statement of qualifications and surety documents prior to awarding the Contract.
All bids and contracts are subject to a financial assistance contract between the Owner and the Federal Transit Administration. All bidding, reporting, record keeping, contracting/subcontracting, and construction work, and all other requirements of Pennsylvania Department of Transportation and Federal Transit Administration, will apply to bidding and performance of the Work. ESIII reserves the right to reject any or all bids or to waive any informality in the bidding FOR ANY REASON. Bidders must meet the qualifications indicated in the Instructions to Bidders.
QUESTIONS DURING BID PERIOD:
No oral interpretations will be made to any Bidder as to the meaning of the Bidding/Contract Documents or any part thereof including Instructions to Bidders.  Every request for such an interpretation or other bid period question during the bidding period MUST ONLY be made in writing by EMAIL from bidding entities to the following project email address:

Any inquiry received seven or fewer calendar days prior to the date of Bid opening MAY NOT be answered. Bidder questions that will be answered by Owner prior to bid will ONLY be answered and distributed by written Addendum to those potential bidding and interested parties that have registered their accounts to the above email address.   Questions submitted to the wrong project EMAIL account will not be reviewed or answered by Owner.
In addition, all NOTICES that an addenda was issued, will ONLY be e-mailed to each bidder on record as having purchased the full CD or full printed document set. It is Bidder’s responsibility to make inquiry as to any Addenda issued and to procure copies of the addenda information, including any documents, instructions, bid forms, drawings, and or specifications, etc. issued by the addenda.  All Addenda shall become part of the Bidding/Contract Documents and all Bidders shall be bound by such Addenda whether or not received by the Bidder.
Bidders must be on record as having purchased the full CD version to submit a bid. Bidders are solely responsible to assure that all pricing they receive from subcontractors and vendors/material suppliers are based on the most current complete set of contract documents prior to bidding.
Bidders must have adequate organization, facilities, equipment and personnel to insure both the timely and efficient construction of this project.  Bidders must have all necessary licenses and permits required by law. Contractors will be required to pay for and obtain all necessary and/or required permits and fees.  A Qualifications Submittal must accompany the Bid Form. The completed Qualification Submittal will be evaluated by the Owner according to the Bidder provided evidence listed in the Instruction to Bidders.
Owner alone reserves the right to evaluate and determine whether qualifications presented by bidders are acceptable or not for bidding or after bidding prior to an award being made to any contractor. Bidding contractors must be able to furnish the required bonds and insurances indicated in the bid/contract documents, and must be capable of fully staffing and managing the project to complete by the required completion date. Bidding contractors must be capable of delivering an expedited procurement and delivery process for all long lead and other major project elements such as steel, lighting, etc.
