The Allegheny County Housing Authority (ACHA) is requesting bids from qualified contractors for the INTERIOR AND EXTERIOR IMPROVEMENTS AT GENERALBRADDOCK TOWER PHASE 3 – ACHA 1542 – 1/GC, 2/PC, 3/EC in the community of North Braddock, Pennsylvania  15104. Bid and Contract Documents will be on file after Monday 13/July/2015 on the Pittsburgh Builder’s Exchange, or the McGraw-Hill websites, and may be obtained at the Allegheny County Housing Authority, 625 Stanwix Street, 12th Floor, Pittsburgh, PA, 15222, or by contacting the ACHA at 412-402-2464.  A non-refundable fee is required for each set of Contract Documents (certified check or money order only) $75 for paper documents and/or $25 for PDF files on Compact Disc.  A pre-bid conference will be held on Thursday 23/July/2015, at 10:00AM at the Allegheny County Housing Authority 625 Stanwix Street 12th Floor Pittsburgh, Pa 15222. Bids are due by 2:00 PM local time on Tuesday 11/August/2015 at the Allegheny County Housing Authority, at which time and place all bids will be publicly opened and read aloud.  The Allegheny County Housing Authority encourages responses from small, minority, and women owned firms, as well as firms that have not previously performed work for the ACHA.

REQUEST FOR PROPOSAL NO. 15-04
Port Authority of Allegheny County is requesting proposals for the performance of the following service:
DISPATCH BID AND CUSTOMER SERVICE PROGRAM
The work under the proposed Agreement consists of providing a software system to replace its existing Bid Dispatch System (BDS) and Customer Service Complaint System (CSCS).  The BDS will be the official record source for all light rail and bus Operators performing daily and weekly schedules, and will include, but not be limited to, Operator assignments, Operator accrual information, payroll records, and time sheets. The CSCS will handle efficiently and effectively customer inquiries and complaints in coordination with the latest customer information systems.  The Contractor must provide both the BDS and the CSCS; separate awards for these two systems will not be considered. Both the BDS and CSCS shall be developed from off-the-shelf software, and shall interface and interoperate with other existing and anticipated Authority software.  The term of the Agreement will include the negotiated development, installation, testing, acceptance, implementation and warranty period, plus an initial maintenance and support period. Authority, in its sole discretion, may extend the term of this Agreement by one or more written amendments for additional maintenance and support years.

This Contract Services may be funded, in part, by, and subject to certain requirements of, the County of Allegheny and the Commonwealth of Pennsylvania. The proposal process and the performance of the requested services will be in accordance with all applicable federal, state, and local laws and regulations.
Port Authority of Allegheny County, in compliance with 74 Pa.C.S. § 303, as may be amended, require that certified Diverse Businesses (“DBs”) have the maximum opportunity to participate in the performance of contracts and subcontracts for these Contract Services.  In this regard, all Proposers shall make good faith efforts in accordance with 74 Pa.C.S. § 303, to ensure that DBs have the maximum opportunity to compete for and perform contracts. Proposers shall also not discriminate on the basis of race, color, religion, creed, age, disability, national origin, sexual origin, gender identity or status as a parent in the award and performance of contracts for these Contract Services.

The Sports & Exhibition Authority will receive sealed bids for Concession Stand B Renovation (trade package) as identified below for the David L. Lawrence Convention Center. The design engineer is GBBN Architects. The contract for this work will be with the Sports & Exhibition Authority of Pittsburgh and Allegheny County. The Instructions to Bidders that is part of the Bid Package will set forth in detail the conditions of the Bid, which will include, among other things, the following:
(a) Bids. Bids shall be sealed and submitted on the Bid form provided. Bids will be opened publicly. The contract will be a prime contract with the Owner. Bids may be held open by Owner for acceptance for a period not to exceed ninety (90) days.
(b) Bid Bonds. All Bids will require a ten percent (10%) surety in the form of a Bid Bond, a certified check, or cashier’s check in the amount of no less than ten percent (10%) of the total amount of the Base Bid (unless otherwise noted in the Bid Form Document). The surety is required as a guarantee that the bidder will, if awarded the contract, enter into a written contract with the Owner. All sureties must be licensed to conduct business in the Commonwealth of Pennsylvania. Bid Bonds should name Owner as obligee. All checks should be made payable to the order of Owner.
(c) Letter of Assent. All bidders must acknowledge their agreement to the terms of the Project Labor Agreement by submitting a Letter of Assent with their bid.
(d) MBE and WBE Participation. The SEA has goals of 25% MBE and 10% WBE participation in this project. Bidders must provide a completed Certificate of MBE/WBE Participation form and a Solicitation Statement with their bid.
(e) Non-Collusion Affidavit.
(f) Public Works Employment Verification Form.

INVITATION FOR BIDS
The Washington County Housing Authority will receive separate sealed bids for a single general prime contract with the Authority for 504 Accessibility at Valley View Terrace, Canonsburg, PA.

The work to be performed under this contract is a Section 3 Project under provisions of the Housing & Urban Development Act of 1968, as amended, and must, to the greatest extent feasible, provide opportunities for training and employment for lower-income residents of the project and contracts for work in connection with the project be awarded to business concerns which are located in, or owned by, Washington County residents.  Particular attention is directed to requirements of Executive Order 11246, 11625 and 12138, as well as Section 3 requirements, as set forth in the Specifications

Sealed Bids for CONTRACT NO. 1629-A – SUPPLY AND DELIVER TOW BOAT shall be received at the office of the Allegheny County Sanitary Authority, 3300 Preble Avenue, Pittsburgh, PA, 15233, until 2:00 P.M., Prevailing Time, Tuesday, August 25, 2015 and then shall be publicly opened and read.
