REQUEST FOR PROPOSAL NO. 15-08
Port Authority of Allegheny County (Authority) is requesting proposals for the performance of the following service:
CLOUD-BASED DATA HOSTING SERVICES
The work under the proposed Agreement consists of a Cloud-Based Data Hosting Services (Contract Services). The required services include, but are not limited to:  the planning, design, data migration, physical equipment relocation and service implementation associated with the hosting of Authority’s Production Data Center (PDC) and Operations Control Center (OCC) Disaster Recovery (DR) environment.
A copy of the RFP will be available on or after September 9, 2015 and can be obtained by registering at the Port Authority ebusiness website: http://ebusiness.portauthority.org and following the directions listed on the website. Please note that Proposers must register under the ebusiness category of PSITS – Pro Information Technology and/or PSSC – Pro Software Consulting for this RFP.  Proposers may also register in other categories for any future RFPs issued by Port Authority.  If you have specific questions regarding this RFP, please contact Jerimaine Ward at (412) 566-5147.
An Information Meeting for interested parties will be held at 9:30 a.m., prevailing time, September 24, 2015 in the Fifth Floor Board Room of Port Authority of Allegheny County’s downtown offices, 345 Sixth Avenue to answer any questions regarding this RFP.
Hard copy proposals must be delivered by 2:00 p.m., prevailing time, October 13, 2015, to the Purchasing and Materials Management Department, Port Authority of Allegheny County, 345 Sixth Avenue, Third Floor, Pittsburgh, Pennsylvania, 15222-2527.
This Contract Services may be funded, in part, by, and subject to certain requirements of, the County of Allegheny and the Commonwealth of Pennsylvania. The proposal process and the performance of the requested services will be in accordance with all applicable federal, state, and local laws and regulations.
Port Authority of Allegheny County, in compliance with 74 Pa.C.S. § 303, as may be amended, require that certified Diverse Businesses (“DBs”) have the maximum opportunity to participate in the performance of contracts and subcontracts for these Contract Services.  In this regard, all Proposers shall make good faith efforts in accordance with 74 Pa.C.S. § 303, to ensure that DBs have the maximum opportunity to compete for and perform contracts. Proposers shall also not discriminate on the basis of race, color, religion, creed, age, disability, national origin, sexual origin, gender identity or status as a parent in the award and performance of contracts for these Contract Services.
Port Authority of Allegheny County reserves the right to reject any or all proposals.

 
PROPOSALS
Sealed proposals will be received by the Regional Industrial Development Corporation of Southwestern Pennsylvania (RIDC) at the offices of Lennon, Smith, Souleret Engineering, Inc., 846  Fourth Avenue, Cora­opolis, Pennsylvania 15108-1522 until 11:00 AM prevailing time on September 28, 2015 for:

PARKING LOT IMPROVEMENTS
The scope of work includes the construction of a bituminous asphalt parking lot (3,400 SY), construction of a concrete loading dock, concrete pavement, bituminous wedge curb, wheel stops, concrete bollards, ADA ramps, fine grading; restoration; construction of CPP storm line; storm inlets, linestriping; installation of site lighting; and all necessary appurtenances for said construction.
All work shall be constructed according to the Contract Drawings and Specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc., 846 Fourth Avenue, Coraopolis, Pennsylvania  15108-1522.  Bids will be publicly opened  and  read  aloud  approximately at 11:00 AM on September 28, 2015 at the office of Lennon, Smith, Souleret Engineering, Inc., 846 Fourth Avenue, Coraopolis, Pennsylvania  15108-1522.
Copies of the Contract Drawings and Specifications may be obtained by depositing a non-refundable deposit of Two Hundred Dollars ($200.00) with the Engineer.
A Pre-Bid Meeting will be held at the site (RIDC Offices ñ Keystone Commons West Shop ñ Electric Avenue and Braddock Avenue, Turtle Creek, Pennsylvania  15145 on September 21, 2015 at 11:00 AM.
Bidders are advised that RIDC has obtained funding for this project from the Redevelopment Assistance Capital Program (RACP) and, as a result thereof, the successful bidder must adhere to certain requirements mandated by the Commonwealth, including, but not solely, the Pennsylvania Prevailing Wage Act. All of such requirements are detailed in the bid documents.  Bidders are also encouraged to utilize Minority Business Enterprises / Womenís Business Enterprises (MBE/WBE).
The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Regional Industrial Development Corporation to guarantee the bidderís entrance into the contract if given the award.  No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances.
The RIDC reserves the right to reject any or all proposals and to waive any informalities in the bidding.  No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
The RIDC shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the RIDC may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the RIDC has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
