ENGINEERING SERVICES
COMMUNITY DEVELOPMENT PROJECTS
2016 AND 2017
The Municipality of Penn Hills is soliciting proposals for Engineering Services for HUD Community Development projects for 2016 and 2017.  The CD Engineering Services will be paid 100% with Community Development Funds.
The Municipality of Penn Hills is a recipient of an entitlement grant from the Department of Housing and Urban Development.  The monies are used to fund public improvement projects that will benefit low and moderate income residents.
Interested engineering firms may contact the Purchasing Office, Room 213, 12245 Frankstown Road, Pittsburgh, PA 15235, 412-798-2121 for proposal forms.  There will be a $25.00 nonrefundable fee the proposal. Sealed proposals should be marked: “RFP CD ENGINEERING 2015 & 2017” and mailed or hand delivered to the Purchasing Office at the address above no later than 4:00 P.M., Monday, November 2, 2015.

REQUEST FOR PROPOSALS (RFP)
The Southwestern Pennsylvania Corporation, a 501(c)(3) corporation, on behalf of the Southwestern Pennsylvania Commission (SPC), is requesting Technical Proposals and Price Proposals (together, the Proposal package) for the preparation of a Regional Cashless Tolling Planning Study-Assessment of Future Impacts to I-76 Interchanges and Adjacent Roadways. The selected firm(s) or team of firms will assist SPC with evaluating the impacts of cashless tolling on existing interchanges and evaluating potential new cashless interchange configurations.

No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.
A Pre-Bid Conference will be held on each of the above items at 9:00am on Wednesday, October 14, 2015 at the Port Authority, Third Floor at 345 Sixth Avenue, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged.  Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable. All items are to be FOB delivered unless otherwise specified.  Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.
