REQUEST FOR PROPOSAL NO. 16-04
Port Authority of Allegheny County (Authority) is requesting proposals for the performance of the following services:
PROPERTY AND CASUALTY RISK MANAGEMENT SERVICES
Authority is requesting proposals to provide consulting services (Contract Services) to support Authority’s property and casualty risk management programs, including, but not limited to, the design and marketing of operational insurance coverages, evaluation of insurance proposals, placement of insurance coverages, and advising on insurance requirements for Authority and Authority’s contractors and vendors. The services will be performed within two categories: Core Contract Services that will support the Authority’s ongoing risk management activities continuously throughout the term of the Agreement, and Special Contract Services that will address specific tasks or projects that are not included in the Core Contract Services.  All Contract Services will be authorized by Work Orders negotiated by Authority and the selected proposer (Contractor) and approved to proceed by Authority. The Agreement will be for an initial period of three (3) years, with the option to extend up to two (2) additional years at Authority’s sole discretion.

REQUEST FOR PROPOSAL

1. The Public Parking Authority of Pittsburgh (“Authority”) shall accept sealed bids for the performance of the work described below (the “Work”) at its office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222, until 11:00 a.m. local time on Thursday, February 25, 2016.
2. DESCRIPTION OF WORK:  The Project entails repair and preventative maintenance of the roof level parking deck at the First Avenue Garage and Station. Repairs include full and partial depth floor slab repairs, partial depth beam and column repairs, waterproofing membrane application, and joint sealant replacement.
3. The Instructions to Bidders, including the Form of Bid, Form of Agreement, General Conditions, Plans and Specifications, may be obtained after 3:00 p.m. local time on Tuesday, February 2, 2016 at the Authority’s office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222. The purpose of the pre-bid conference is to provide additional detail regarding the Work.  The information provided at the pre-bid conference will be essential in preparing a bid to perform the Work.  Persons or entities that intend to submit bids to perform the Work are required to send to the pre-bid conference at least one representative who will understand the information presented at the pre-bid conference in a manner that allows such information to be incorporated in the preparation of the bid to perform the Work.  It is expected that the representative who attends the pre-bid conference will be experienced in construction matters and employed by the bidder in a supervisory capacity.  Pre-bid attendance is mandatory.
5. Sealed bids received prior to the deadline will be publicly opened and read at 11:00 a.m. local time on Thursday, February 25, 2016.
6. Each bid submitted must be accompanied by a bid guaranty of ten percent (10%) of the proposed bid in the form of a bid bond, certified cashier’s or treasurer’s check payable to the Authority.
7. ELECTRICAL PROJECT 53E1-15 -REBID– The Electrical bidder shall be required to request an application to purchase bidding documents.  No Electrical bidding documents will be sold without a completed and Authority approved application. The application must be obtained by calling 412-472-3543 or 412-472-3779 or by e-mail to: msimmeth@flypittsburgh.com or vculbreath@flypittsburgh.com and requesting an application. The Electrical bidding documents must be purchased in person and under the terms set forth in the application package.  NO MAIL REQUESTS FOR ELECTRICAL BIDDING DOCUMENTS WILL BE HONORED. Attention is called to the fact that not less than the minimum salaries and wages as determined by the General Wage Determinations issued under the Davis-Bacon and related Acts must be paid on these projects.
Proposals must be made on the Authority’s form and in accordance with the Plans and Specifications and the “Instructions to Bidders”’.
The non-refundable charge for the Bid Documents and a Disk containing the Plans and Specifications is $150.00; mailing (WITH THE EXCEPTION OF THE ELECTRICAL BIDDERS) can be arranged for an additional $75.00 charge.
Bidders are notified that Buy American Act and Pennsylvania Steel Products Procurement Act apply to this project and will be strictly enforced.
This project has DBE participation goals; DBE firms must be certified with the Pennsylvania Unified Certification Program) (PA UCP).  Firms must be certified prior to award of contract.  A searchable database of DBE firms can be found on the PA UCP web site: https://www.paucp.com
The Airport Authority reserves the right to reject any and all bids or waive any informalities in the bidding.
No bidder may withdraw his bid for a period of sixty [60] days after the scheduled closing time for receipt of bids.
