Pennsylvania lawmakers are returning to the Capitol without a state budget.
Democratic Gov. Tom Wolf delivered a budget proposal Feb. 9 for the fiscal year beginning July 1. But he and the Republican-controlled Legislature are still at odds over billions in the current fiscal year.
There are questions over whether Wolf has the legal authority to spend money above the amounts he allowed in December appropriations bill he signed.
The state budget situation is shameful and a reflection of the fact our state government lacks GOP lawmakers willing to compromise.
While Republican state legislators attempt to blame Wolf for the budget stalemate, most Pennsylvania voters are not fooled.
