Sealed Bids for CONTRACT 1645, REPLACEMENT OF THE LEVEL SENSING SYSTEMS AT THE  FIVE  SEWAGE PUMP STATIONS shall be received at the office of the Allegheny County Sanitary  Authority,  3300  Preble  Avenue,  Pittsburgh,  PA,  15233,  until 11:00 a.m.,  Prevailing Time, September 1, 2016, and then shall be publicly opened and read.  A Pre-Bid Meeting will be held at the Authority’s Plant in the O&M Building  Conference  Room 106, on August  16, 2016 at 9:00 a.m., Prevailing Time.  A site visit will follow.  Attendance at this meeting  is mandatory.

INVITATION FOR BIDS
The URBAN REDEVELOPMENT AUTHORITY of Pittsburgh will receive bids from qualified contract for the construction of a 250’ turning lane westbound on Butler Street into the URA property’s access roadway; installation of three new traffic signal poles and traffic signals at the property access road and Butler Street in the 10th Ward of the City of Pittsburgh; pedestrian crossing signals; depressed curbs for ADA compliance; 5,000 SY of asphalt paving; storm inlet installation and connection to existing PWSA storm sewers; painting of roadway symbols and traffic lines; and excavation, grading and asphalt paving of a parking pad to accommodate 3 vehicles adjacent to the intersection, and all work incidental thereto required to complete 62nd Street Industrial Park, Entrance Road Traffic Signals – Site Preparation Contract No. 3, until 11:00 a.m. prevailing time on Friday, the 2nd day of September, 2016, at its office, 11th floor, 200 Ross Street, Pittsburgh, Pennsylvania 15219, at which time all bids will be publicly opened and read aloud in the Conference Room on the 11th floor.

A certified check or bank draft payable to the order of the Urban Redevelopment Authority of Pittsburgh, negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond, executed by the Bidder and an acceptable surety in a dollar amount equal to 5% of the total bid, shall be submitted.  Each bid submittal must include the Bid, Non-collusion Affidavit of Prime Bidder, Bid Bond, Statement of Bidders Qualifications, and Certification of Minority and Women’s Participation with Exhibits.
Wages paid on this project shall not be less than the minimum wages determined by the Commonwealth of Pennsylvania Department of Labor and Industry as set forth in the contract documents.
Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with the Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the URA’s MBE/WBE Program, which sets forth goals of 18 percent Minority and 7 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses.
The Contractor will be required to comply with all applicable Equal Employment Opportunity requirements.  The Contractor must assure that applicants and employees are not discriminated against on the basis of race, color, religion, disability, ancestry, national origin, age or sexual preference, gender identity, gender expression, political and/or union affiliation.
The Urban Redevelopment Authority of Pittsburgh requires that all bidders complete and submit Certification of Minority and Women’s Participation with Exhibits.
