ALLEGHENY COUNTY, PENNSYLVANIA
FY 2017 ANNUAL ACTION PLAN
Notice is hereby given that Allegheny County, Pennsylvania, is updating information contained in the April 5, 2017 advertisement for the FY 2017 Annual Action Plan (AAP), which identifies proposed projects for the Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants Program (ESG) funds. At the time of the April 5 to May 6, 2017 public comment period, the U. S. Department of Housing and Urban Development (HUD) had not provided final allocation amounts for the three programs. Proposed projects were based on the 2016 allocations. HUD issued the final 2017 allocation amounts on June 15, 2017: CDBG is $12,473,146.00, HOME is $2,272,130.00 and ESG is $1,125,988.00.
Since allocations have decreased, the purpose of this notice is to provide the HUD-approved fourteen-day public comment period for the 2017 AAP. Most projects remain the same, however the following adjustments are being made.
CDBG DECREASED PROJECTS: MPI053 Allegheny County Economic Development Municipal Public Improvement Projects decreased $27,216.00; MPD600 Steel Rivers COG Safe Neighborhood Demolition decreased $50,000.00; AOO001(A) Administration decreased $4,559.00; AOO001(D) Delivery decreased $2,245.00. NEW PROJECT: MRB009 Keith Holmes VFW Post 402, ADA Restroom Renovation $50,000.00
HOME DECREASED PROJECTS: Administration decreased $1,336.00; CHDO Set-aside decreased $2,004.00; Penn Hills Consortium decreased $468.00; McKeesport Consortium decreased $895.00; Rental (Rehabilitation, New Construction) decreased $8,659.00. DROPPED PROJECT: Homeownership (Rehabilitation, New Construction). INCREASED PROJECT: Rental (Rehabilitation, New Construction) increased Program Income amount is $56,733.10.
ESG DECREASED PROJECTS: Shelter decreased $50,310.00; Rapid Re-housing decreased $68,046.00; Administration decreased $264.00. INCREASED PROJECTS: Street Outreach increased $40,373.00; Homeless Prevention increased $69,726.00; Data Collection increased $5,000.00.

The FY 2017 Annual Action Plan is scheduled to be submitted to the U. S. Department of Housing and Urban Development (HUD) on or before August 11, 2017.
