PUBLIC NOTICE
The Allegheny County Sanitary Authority (ALCOSAN) is accepting Letters of Interest and Statements of Qualifications from Professional Architectural or Engineering Finns who wish to be considered for providing the following services:
Engineering and Architectura Design Services, As Needed
Various Small to Mid-Size Capital Projects
The purpose of this solicitation is to support various small to mid-size capital projects identified in the current ALCOSAN Capital Program that will require engineering design services during the next two years. These projects are typically administered by the ALCOSAN staff in the Division of Engineering and Construction, Division of Operations and Maintenance and the Division of Regional Conveyance.
The potential areas of design needs are:
1) Wastewater Plant Process
2) Building Renovations
3) HVAC
4) Wastewater Storage Tank Rehabilitation
5) Pump Station Rehabilitation
6) Green Stormwater Infrastructure
7) Sewer Rehabilitation
8) Sewer Improvements
Possible work at the wastewater treatment plant may include replacement of process equipment or the design of temporary chemical feed systems. Building renovations may include installation of solar panels, and the HVAC may include detailed design reviews and improvements to existing facilities.
Work associated with the Wastewater Storage Tank Rehabilitation category could include work on storage tanks that may be transferred to ALCOSAN through Regionalization. Anticipated projects under Pump Station Rehabilitation could be work on pump stations currently owned by ALCOSAN, or those that may be transferred through Regionalization. Green infrastructure projects may be demonstration of innovative stormwater management practices, these projects may support the on going Green Revitalization of Our Waterways (GROW) program.
Examples of possible types of projects on the sewer system could include replacing a force main, flap gate reconstruction,·diversion structure improvements, cured in place sewer lining and underground vault and manhole construction. Sewer Improvements may include improvements proposed on the regionalized sewers. Regional Sewer System and Interceptor maintenance contracts may include the cleaning, inspection and removal of debris from large diameter interceptor pipes and trunk sewers while maintaining existing operations.
The projects will vary in content, duration and value. The projects should require relatively small staffing to manage and prepare biddable- plans and specifications. Estimated construction costs will typically range between two hundred thousand dollars and two million dollars per project. The length of the construction projects will also likely vary between three months and fifteen months.
The intent of the advertisement is to establish potential design firm candidates for the eight categories listed previously. As the need for professional services is realized for a project in a category and depending on the responses received, ALCOSAN may shortlist from the list of accepted qualified candidates to obtain proposals (both technical and cost proposals) specific to that particular project. ALCOSAN reserves the right to consider the cost component in selecting the design firm for a specific project depending on the complexity of the project. ALCOSAN reserves the right to solicit separate requests for professional services qualifications for specific projects that may require a more significant effort or level of difficulty than what is portrayed in the project information provided herein.
ALCOSAN encourages businesses owned and operated by minorities, disadvantaged and women’s business enterprises to submit qualification statements or to participate as subcontractors or suppliers to the selected Firm(s). The Firm(s) selected shall be required to utilize minority, disadvantaged, and women’s business enterprises to the fullest extent possible. The MBE/WBE/SDVOSB goals are 10-25% total. A copy of ALCOSAN’s Minority and Women Business Policy Statement is available on the website, www.alcosan.org. At this stage of submitting qualifications, we are looking for a general commitment to the goals of the policy. ALCOSAN understands that the ability to use sub consultants will vary and depend greatly on the size and type of project.
Eight (8) hard copies of sealed Qualifications Submittals and one (1) electronic copy, on a CD, are required. The firms are required to submit a separate Qualification Submittal for each category proposed. Qualifications must be received by 2:00 P.M., April 6, 2018, at the office of the Authority. An electronic copy of each Statement of Qualifications shall also be submitted. Late submittals will not be considered and will be returned unopened.

Standard Form SF 330 can be used in response to this advertisement. Pages shall be no larger than standard letter size 8-1/2” x 11” or folded to that dimension.

COMBINED NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Pittsburgh.
REQUEST FOR RELEASE OF FUNDS
On or about March 23, 2018 the City of Pittsburgh (“City”) will submit a request to the United States Department of Housing and Urban Development (“HUD”) for the release of Community Development Block Grant funds under Title 1 of the Housing and Community Development Act of 1974, to undertake a project known as Paulson Park Renovation Project. The Paulson Park renovation project will include a new spray park, renovations to existing bathhouse, hardscape and landscape improvements. The location of the project is the 1300 Block of Paulson Ave in the City of Pittsburgh’s Lincoln-Lemington neighborhood. The total projected cost is estimated to be $600,000.
FINDING OF NO SIGNIFICANT IMPACT
The City of Pittsburgh has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Pittsburgh 200 Ross Street, 2nd Floor, Pittsburgh, PA 15219 and may be examined or copied weekdays from 9:00 A.M. to 5:00 P.M.

All comments received by March 22, 2018 will be considered by the City of Pittsburgh prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Pittsburgh certifies to HUD that William Peduto in his capacity as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Pittsburgh to use program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Pittsburgh’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to:
