NOTICE OF PUBLIC HEARING FOR THE FY 2019
ANNUAL ACTION PLAN FOR THE CDBG, HOME, ESG,
AND HOPWA PROGRAMS
The notice is hereby given by the City of Pittsburgh, Allegheny County, PA, that its draft FY 2019 Annual Action Plan has been prepared. The City intends to submit its FY 2019 Annual Action Plan in the amount of $13,840,505 for Community Development Block Grant (CDBG) funds; $2,155,155 in HOME Investment Partnerships (HOME) funds; $1,180,626 in Emergency Solutions Grant (ESG) funds; and $1,071,974 in Housing Opportunities for Persons With AIDS (HOPWA) funds. The FY 2019 Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or before June 14, 2019.
The City will hold a public hearing on the draft FY 2019 Annual Action Plan. The purpose of the public hearing is to receive testimony or comments on the draft FY 2019 Annual Action Plan document. The meeting will take place at 5:00 p.m. on Thursday, May 30, 2019 in the Wherett Room, 200 Ross Street, 13th Floor, Pittsburgh, PA 15219. The building is handicapped accessible through the rear.
In order to obtain the views of citizens, public agencies and other interested parties, the City of Pittsburgh will place its draft Annual Action Plan for FY 2019 on display and online from May 9, 2019 through June 7, 2019, at the City of Pittsburgh’s website (https://pittsburghpa.gov/omb/community-development-documents). Copies of the plan may also be examined during normal hours of operation at the following locations:

The City of Pittsburgh’s proposed activities for funding under the FY 2019 Annual Action Plan, are on display or maybe viewed on the City of Pittsburgh’s website (https://pittsburghpa.gov/council/capital-budgets). The entire FY 2019 Capital Budget for the City of Pittsburgh is also listed.
Information will be available for review for a period of 30 days. Written or verbal public comments on the draft FY 2019 Annual Action Plan will be received until 4:00 P.M. on Friday, June 7, 2019 and should be directed to the City of Pittsburgh’s Office of Management and Budget (OMB), Community Development Division, attention Elizabeth Daniels-Totten, CDBG Program Supervisor, 200 Ross Street, Suite 201, Pittsburgh, PA 15219, or, Elizabeth.Daniels-Totten@PittsburghPA.Gov. The draft FY 2019 Annual Action Plan was developed after conducting initial public hearings and receiving both written and verbal comments, requests, and identified needs from the local community. If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG Funds.
All interested persons, groups, and organizations are encouraged to attend this public hearing and will be given the opportunity to present oral or written testimony concerning the proposed plan and use of Federal funds under the draft FY 2019 Annual Action Plan.
