REQUEST FOR PROPOSALS (RFP)
The Southwestern Pennsylvania Corporation, a 501(c)(3) corporation, on behalf of the Southwestern Pennsylvania Commission (SPC), is requesting Technical Proposals and Price Proposals (together, the Proposal package) for the preparation of a State Route 28 (Kittanning to I-80) Regional Corridor Study. The selected firm or team of firms will assist SPC with completing a study with recommendations that will improve safety and mobility for all travel modes along the corridor.
The Request for Proposals (RFP) will be released by SPC on September 4, 2019. Copies may be downloaded from the SPC Website (www.spcregion.org) or may be obtained from SPC by written, e-mail, or fax request to:

Proposals/bid submittals will be due 11:00 AM on September 30, 2019 and will be read at 11:15 AM., the same day, at Port Authority’s Heinz location (345 Sixth Avenue, Third Floor, Pittsburgh, Pennsylvania 15222-2527), for the following:

No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.
A Pre-Bid Conference will be held on each of the above items at 10:00am September 11, 2019 at Port Authority’s Heinz location (345 Sixth Avenue, Third Floor, Pittsburgh, PA). Attendance at this meeting is not mandatory, but is strongly encouraged. Questions regarding any of the above bids will not be entertained by the Port Authority within five (5) business days of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable. All items are to be FOB delivered unless otherwise specified. Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.
Port Authority of Allegheny County hereby notifies all bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, disadvantaged business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The Board of Port Authority reserves the right to reject any or all bids.

 

 

TOWN OF MCCANDLESS ALLEGHENY COUNTY, PA OFFICIAL ADVERTISEMENT
Sealed Proposals will be received by The Town of McCandless at the Town Hall, located at 9955 Grubbs Road, Wexford, PA 15090 until 10:00 A.M., Friday, September 20th, 2019, for:
Streambank restoration and stabilization on an unnamed tributary north of Patricia Drive and west of Brittany Place. Work included consists of the removal of vegetation, sediment, and other debris within the stream channel/embankment and the installation and implementation of various stream bank stabilization products. An existing Gabion Basket Wall located on the downstream end of the project failed and needs reconstructed. A small cast in place concrete endwall is also needed. Project stabilization includes the seeding and mulching of all disturbed areas including all those areas disturbed for access to the various work areas in and around private residential properties.
Received bids will be publicly opened and read aloud immediately thereafter.
Bids shall be delivered in a sealed envelope and clearly marked on the outside with the name and address of the Bidder, the time and date of the bid opening and the words “BRITTANY PLACE DRIVE STREAMBANK RESTORATION PROJECT”. Bids that are mailed or delivered by a commercial service shall be placed in a sealed, properly marked envelope placed within a sealed, properly marked delivery envelope.
Copies of Drawings, Specifications, and Bidding Documents are on file and open to public inspection at the office of PVE Engineering, LLC, Waterfront Corporate Park III, 2000 Georgetowne Drive, Suite 101, Sewickley, PA 15143, (724) 444-1100, where sets of said documents may be obtained upon payment of $75.00 per set. Bidding Documents will be mailed upon request after receipt of payment of $100.00 per set. No refund will be made for the return of any documents.
All Bidders must submit the non-collusion affidavit with their bid or the bid will be considered void.
Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman’s Compensation must be filed with the executed Agreement.
Pennsylvania Prevailing Wages shall be paid on this contract.
Proposals to receive consideration must be accompanied by a Certified Check or Bidder’s Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of The Town of McCandless, in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee.
The Owner reserves the right to award the contract, or any portion included in the project area, within ninety (90) days from the date bids were opened.
The Owner hereby reserves the right to reject any and/or all bids submitted or any part thereof or item therein. The Owner also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in bids received.
