Assistant Manager of Maintenance & Service
Port Authority is seeking a Assistant Manager of Maintenance & Service to work on off shifts to assist in managing, coordinating and monitoring fleet maintenance, service delivery and administration activities to ensure safe and reliable fleet operations. To assist with the development and implementation of maintenance work standards. To coordinate programs designed to improve processes and systems within transit operations.
Essential Functions:
•May maintain a revenue service vehicle or equipment used in revenue service.
•Supervises and coordinates the daily activities of supervisors and administrative support employees involved in maintaining, repairing and servicing the fleet. Supervises and coordinates the daily activities of employees involved with fleet maintenance and repair, fleet interior and exterior cleaning, assignment of fleet to routes, and maintenance of auxiliary headsigns.
•Assists in implementing and monitoring standardized administrative programs and maintenance activities and procedures. Works with Manager of Maintenance & Service to develop and implement service goals and maintenance performance standards in support of Port Authority’s goals, objectives and mission.
Job requirements include:
•High School Diploma or GED.
•Associate degree in Transportation, Business, Vehicle Maintenance or directly related field from an accredited school. Fleet maintenance experience may be substituted for education on a year-for-year basis.
•Minimum of two (2) years supervisory experience.
•Minimum of three (3) years of increasingly responsible vehicle maintenance experience.
•Demonstrated ability in the use of Windows.
•Effective and professional communication skills.
•Ability to work all shifts as assigned by the Manager of Maintenance and Service.
•Valid PA Driver’s License.
Preferred attributes:
•BA/BS Degree in Business or related field from an accredited school.
•Valid Commercial Driver’s License (Class B), with P endorsement.
•Experience in statistical process control.
•Participative leadership style.
•Demonstrated ability in the use of Microsoft Word and Access.

Manager – Transit Scheduling
Port Authority is seeking a Manager – Transit Scheduling to be responsible for the development and production of efficient operating schedules, production and dissemination of timetables and designing of service to meet the needs of Port Authority and the public. Coordinates activities with division personnel. Coordinate and assist with community outreach to support service planning initiatives. Manages and leads the Transit Scheduler personnel on activities that support the department’s and organization’s Tactical Plan, including project management oversight related to resources and tasks related to quarterly service changes. Responsible for personnel actions for Transit Scheduler staff, to include on boarding, training, development, and performance reviews.
Essential Functions:
•Uses HASTUS to develop cost-efficient operation scenarios to support service change recommendations. Supports transit scheduling, routing design and service change activities. Reviews, evaluates and makes schedule changes to ensure service and schedules are effective and efficient. Responsible for cost effective scheduling of service which includes ensuring the schedules are within budget. Supports activities related to Port Authority’s Tactical Plan, including Annual Service Report, Five Year Tactical Service Development Plan, Bus Stop Optimization Plan.
•Manages the trip building, blocking, run cutting, and other transit scheduling related activities to produce an efficient, effective, and equitable service plan. Develops, prepares and disseminates operating schedules in accordance with provisions of contract agreement; supervises implementation of schedule changes. Manages the production and distribution of picking materials. Oversees the design, production and distribution of public timetables and other customer information materials related to service. Responsible for meeting deadlines and ensuring compliance with ATU collective bargaining agreement. Point of contact for related items related to fixed route scheduling.
Job requirements include:
•Transit Scheduling, Transit Planning or Transit Operations Management experience required.
•BA/BS degree in Business Administration, Analytics, Urban Planning or related field from an accredited school and/or minimum of four (4) years’ experience in scheduling or directly related field. Directly related experience may be substituted for the education on a year-for-year basis
•Strong analytical skills and attention to details.
•Strong work ethic with ability to multi-task.
•Strong decision-making and innovative problem-solving skills.
•Strong organizational and analytical skills are essential. The ability to gather data and prepare clear and concise reports, to establish and maintain effective working relationships with others and to work independently.

Work with internal customers to write specification documents, manage timelines for procurement processes (Bids and RFPs), track deliveries and process invoices. Work extensively with both Finance and Procurement personnel on managing budgets and procurements. Coordinate people and processes to ensure that projects are delivered on time and produce the desired results. Provide organization, timeline & deadline management, task coordination, and progress reporting toward successful and timely completion of projects.
Essential Functions:
•Manage purchasing processes for information technology services and equipment, including RFPs, RFQs, Bids, work orders, and invoices; ensuring adherence to all federal and state procurement regulations and Port Authority processes.
•Lead tracking and timeline of information technology bid and service renewals, ensuring that bids and RFP’s are prepared and released in a timely manner.
•Track budgets for technology lines of business and provide recommendations for future budget adjustments and requests.
•With stakeholders, establish purchasing and project definition including specifications, scope, schedule, tasks, and costs.
Job requirements include:
•BA/BS Degree in Business Administration, Finance, Information Technology, Computer Science, Data Analytics, or directly related field from an accredited school. Directly related experience may substitute for education on a year-for-year basis.
