Systems Engineer
Port Authority is seeking a Systems Engineer to be responsible for all systems related aspects of the Authority: facilities, buildings, tunnels, subways and light rail transit system. Ensures projects adhere to the scope, budget, and schedule as well as interfaces with consultants, contractors, and external stakeholder representatives. Provides engineering and technical support in the maintenance and operation of various systems including: two-way radio communications, telecommunications, railway signal systems, audio/visual messaging, computer-controlled signaling, SCADA and other electronic control systems.
Essential Functions:
•Performs all project management functions necessary to implement the design, construction and closeout of projects within established scope, schedule, budget and quality metrics. Provides guidance and assistance to Port Authority personnel on systems issues and activities pertaining to all projects. Provides support for state of good repair programs related to systems associated with facilities, buildings, tunnels, busways and light rail transit system.
•Responsible to review drawings, specifications and contract provisions for compliance with Authority and outside agency requirements and standards in the preparation of construction and procurement contract documents. Reviews and coordinates drawings and specifications of electrical and electronic systems to include rail-signaling systems, communication and transmission equipment, and SCADA ladder logic diagrams. Prepares technical specifications for procurement of electronic systems, equipment, services and instruments.
•Provide review and oversight of systems placed in the Authority’s operations to determine the adequacy and effectiveness of systems engineering designs. Develops or oversees the development of preventative maintenance procedures for systems equipment and infrastructure. Investigates and reports on problems that have to do with systems and subsystems, their related user needs and requirements. Provides technical support related to the installation of new electrical and electronic equipment and the procurement of services and parts needed for maintenance/repair activity.
Job requirements include:
•BS Degree, Major in Systems Engineering, Electrical Engineering or related engineering field from an accredited school.
•Minimum of seven (7) years of progressive experience in managing projects with an emphasis in systems related equipment and infrastructure, including design and construction of job-related work.
•Valid driver’s license in any state or commonwealth with ability to obtain PA driver’s license within sixty (60) days of employment.
•Professional and effective communication skills.
•Demonstrated ability in the use of Windows.
Preferred attributes:
•Registered Professional Engineer in the Commonwealth of Pennsylvania or the ability to obtain such registration through reciprocity within one year of appointment.
•SCADA and data acquisition experience.
•Demonstrated ability in the use of Microsoft Word, Excel, and Power Point.

Duties include: (i) lead the technical design and development of cross-functional, multi-platform application systems using IBM stack of technologies such as IBM Integration Bus and Datapower; (ii) execute complex projects/initiatives including Technology Architecture, Design, Development, Testing and Release Management; (iii) analyze technical feasibility through proof of concepts; (iv) coordinate coding, testing, implementation and documentation of application solutions; (v) mentor the development team and perform design and code reviews; (vi) perform complex application programming activities including coding, testing, debugging, documenting, maintaining and modifying complex application programs; and (vii) translate business requirements into technical requirements and solutions by planning, developing and refining ‘to-be’ architectures.
Bachelor’s degree in Computer Applications, Computer Information Systems, MIS or Computer Science/Engineering plus 3 years of experience in software development position(s) requiring the use of Service Oriented Architecture (SOA) is required. Must have experience with: (i) design and development of software applications using SOA; (ii) planning, design, development, testing and release management of Enterprise Service Business (ESB) based applications; (iii) design and development of Enterprise level SOA-based applications and IBM Integration Bus (IIB), Websphere Message Broker (WMB), IBM MQ and databases including Oracle, SQL Server and DB2; (iv) design and development of Enterprise-wide REST and SOAP based service; (v) design and development of scalable, resilient and agile application integrations; (vi) software/application design and development, database concepts and testing; and (vii) distributed computing technologies including SOA-Service Oriented Architecture, Datapower, IBM Integration Bus, and API Connect.
