This notice shall satisfy procedural requirements for activities to be undertaken by the City of Pittsburgh.
REQUEST FOR RELEASE OF FUNDS
On or about March 13, 2020 the City of Pittsburgh will submit a request to the U.S. Department of Housing and Urban Development (HUD) to release federal funds under Title 1 of the Housing and Community Development Act of 1974 as amended for a real estate project. The project is located at 550 Lenora Street, Block & Lot 124-J-224 and known as Larimer Playground.
Improvements for Larimer Playground focus on creating a new entrance to the public park, better connecting visitors to recent capital improvements the City made within the park. The scope includes the following: new entrance plaza with permeable pavers and decorative fence, benches; and a concrete sidewalk connecting the park entrance to the park’s playground, shelter, and water feature. The earth disturbance is minimal: excavation to the depth approximately 8 inches to install sidewalks and the permeable paver plaza. The design also features storm water management techniques in-line with the neighborhood’s sustainability goals, namely runoff from the added impervious areas will be directed toward grassed areas for infiltration rather than increasing discharge to stormwater facilities. The permeable pavers will also aid in promoting rainwater infiltration.
The federal funding sources of the proposed activities include Choice Neighborhoods Initiative Grant funds and Community Development Block Grant (CDBG) funds. The projected project cost is $230,000.
FINDING OF NO SIGNIFICANT IMPACT
The City of Pittsburgh has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 200 Ross Street, 2ND Floor Pittsburgh, Pa. 15219 and may be examined or copied weekdays from 9:00 a.m. to 5:00 p.m.

ENVIRONMENTAL CERTIFICATION
The City of Pittsburgh certifies to HUD that William Peduto in his capacity as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Urban Redevelopment Authority to use development funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Pittsburgh certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to

The Borough of Brentwood (BOROUGH), Allegheny County, Pennsylvania, is issuing a Request for Qualifications (RFQ) from qualified Developers interested in submitting a proposal for the purchasing and development of the Brentwood Borough Existing Site Development Project located at 3624 Brownsville Road, Pittsburgh, PA 15227, and adjacent property including 10-12 Marylea Avenue. Through a two (2) Step qualifications and proposal process, the BOROUGH seeks to designate a Development Entity or multiple Development Entities with exceptional experience (ten (10) year minimum) and capability to transform the Existing Site Development Property into a thriving, mixed use property, that offers a collaborative environment based on job creation retail, market rate housing, and neighborhood enhancement. This selection process will lead to the designation of a Development Entity responsible for reutilizing the existing structure or demolishing the structure to redevelop the Existing Site Development Property. The ownership of the Development property will be transferred to the Development Entity.

INVITATION FOR BIDS-

The Washington County Housing Authority will receive sealed bids for trash collection services for public housing sites located in East Bethlehen Township, Fredericktow, PA; Borough of Bentleyville, Bentleyville, PA; and, Borough of Canonsburg, Canonsburg, PA, no later than 10:00 AM on Monday, March 16, 2020 at the Washington County Housing Authority, Central Office, 100 Crumrine Tower, Franklin Street, Washington, Pennsylvania, at which time the bids will be publicly opened and read aloud. All bid packets should be clearly marked as “TRASH BID” on the sealed outside envelope.
Bid award (s) will be based on individual contracts per site locations for a three (3) year term effective April 1, 2020 through March 31, 2023.

A cashiers check or bank draft, payable to the Washington County Housing Authority, or a satisfactory Bid Bond executed by the bidder and acceptable sureties in the amount equal to ten percent (10%) of the bid amount shall be furnished with bid.
No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of the bid without the consent of the Washington County Housing Authority. The Housing Authority reserves the right to reject any or all bids or to waive any informality in the bidding.
