These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Housing Authority of the City of Pittsburgh (HACP), the Urban Redevelopment Authority of Pittsburgh (URA), and the City of Pittsburgh (City) under HUD’s Choice Neighborhoods Implementation Program. HACP has selected its instrumentality, Allies & Ross Management and Development Corporation (ARMDC), as its developer and competitively procured McCormack Baron Salazar, Inc. (MBS) to serve as the co-developer to implement this Choice Neighborhoods project.
REQUEST FOR RELEASE OF FUNDS
On or about March 20, 2020, the City will authorize the HACP, URA, and the City to submit a request to HUD for the release of the following federal funds to undertake the project known as Larimer/East Liberty Phase III: (a) Choice Neighborhoods Initiative Grant Funds pursuant to Section 24 of the United States Housing Act of 1937 (1937 Act), as amended by the Consolidated and Further Continuing Appropriations Act of 2013 and Consolidated Appropriations Act of 2014 (approximately $1,398,092); (b) 2019 and 2020 Community Development Block Grant (CDBG) funds (approximately $250,000 – 2019 and $815,000 – 2020); (c) HACP Moving to Work (MTW) Funds under the 1937 Act as modified by the 1996 and 1999 Consolidated Appropriations Act (approximately $2,969,470); (d) HACP Program Income funds (approximately $185,293); (e) 2019 and 2020 HOME Investment Partnership Act funds (approximately $150,000 – 2019 and $350,000 – 2020); (f) Low Income Housing Tax Credits under IRS Code Section 42 (approximately $9,937,070); (g) Housing Opportunity Funds (approximately $650,000); (h) Pennsylvania Housing Finance Agency PHARE funds (approximately $750,00) and (i) Project Based Voucher pursuant to Section 8 of the 1937 Act;
The release of the aforementioned funds will be for the purposes of developing Larimer/East Liberty Phase III, which includes new construction of 42 mixed-income rental dwelling units. Larimer/ East Liberty Phase III will be developed along Larimer Avenue, turning on the sides of Meadow Street and Winslow Street in the Larimer neighborhood of the City of Pittsburgh, PA 15206. As part of this notice, the project requires the implementation of a set of development activities related to the completion of this project which may include, and is not limited to, demolition, acquisition, disposition, new construction, rehabilitation, stabilization, and remediation on the part of the City, URA, HACP, ARMDC, MBS and Larimer/East Liberty Phase III, LP (the owner entity) and any other authorized parties to the project. The total projected cost of the development is $19,000,0000.
FINDING OF NO SIGNIFICANT IMPACT
The City of Pittsburgh has determined that the project will have no significant impact on the human environment. This FONSI is based upon compliance with mitigation measures which have been identified as necessary to reduce the environmental impacts of the proposed action to a point or level where they are determined to no longer be significant. The following measure identifies the agency responsible for monitoring compliance with such. ENVIRONMENTAL CERTIFICATION
The City of Pittsburgh certifies to HUD that William Peduto in his capacity as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City, HACP and URA to use funding sources (a) through (i) identified under Request for Release of Funds above.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Pittsburgh’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the
grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

$1,000,000 – 2018 and $986,512 -2019); (c) HACP Moving to Work (MTW) Funds under
the 1937 Act as modified by the 1996 and 1999 Consolidated Appropriations Act (approximately
$2,804,610); (d) HACP Program Income funds (approximately $1,650,293); (e) 2018 and 2019
HOME Investment Partnership Act funds (approximately $363,600 – 2018 and $218,160 – 2019);
(f) Low Income Housing Tax Credits under IRS Code Section 42 (approximately $9,169,056); (g)
Historic Tax Credits under the IRS Code Section 47 (approximately $2,831,168); (h) Pennsylvania
Redevelopment Assistance Capital Program funds as authorized under the Redevelopment
Assistance section of the Capital Budget Itemization Act (approximately $2,000,000); (i) Pennsylvania
Housing Finance Agency PHARE funds (approximately $1,000,000) and (j) Housing Opportunity
Funds (approximately $650,000) and (k) Project Based Voucher pursuant to Section 8
of the 1937 Act;
The release of the aforementioned funds will be for the purposes of developing Larimer/East
Liberty Phase IV, which includes new construction of seven units and the rehabilitation of the
former Larimer School into 35 units for a total of 42 mixed-income rental dwelling units. Larimer/
East Liberty Phase IV will be developed along Larimer Avenue, including 540 Larimer Avenue,
Maxwell Way, Stoebner Way, and Winslow Street in the Larimer neighborhood of the City of
Pittsburgh, PA 15206. As part of this notice, the project requires the implementation of a set
of development activities related to the completion of this project which may include, and is not
limited to, demolition, acquisition, disposition, new construction, rehabilitation, stabilization, and

through (k) identified under Request for Release of Funds above.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Pittsburgh’s certification for a
period of fifteen days following the anticipated submission date or its actual receipt of the request
(whichever is later) only if they are on one of the following bases: (a) the certification was not
executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a
step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the
grant recipient or other participants in the development process have committed funds, incurred
costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of
funds by HUD; or (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted
a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR
Part 58, Sec. 58.76) and shall be addressed to:

Port Authority of Allegheny County
is requesting proposals for the performance
of the following service
(“Contract Services”):
Investigative Services
Authority is requesting proposals
from qualified, bonded companies
to provide assistance and support
to Authority in its investigations.
The assistance and support is to
supplement the internal investigation
process relative to substantiation
and verification of work-related
and non-occupational injuries and
illnesses, liability claims and other
employment matters (Contract
Services). Authority intends to enter
into agreements with a pool of
up to five firms that can be called
upon on an as-needed basis. While
it is currently Authority’s intention to
enter into an agreement with a pool
of up to five firms, this number may
be adjusted up or down, at Authority’s
sole discretion, based upon the
number of proposals received and
Authority’s evaluation of same in
relation to its investigative service
needs.
The Agreements will be for a three
(3) year period with the option to extend
the term of the Agreements up
to an additional two (2) years, at the
sole discretion of Authority.

This Contract Services may be

Authority, in compliance with 74
Pa.C.S. § 303, as may be amended,
require that certified Diverse
Businesses (“DBs”) have the maximum
opportunity to compete for,
and perform contracts and subcontracts
for, the Contract Services.
In this regard, all Proposers, and
the Contractor, shall make good
faith efforts in accordance with 74
Pa.C.S. § 303, to ensure that DBs
have the maximum opportunity to
compete for, and perform contracts
and subcontracts for, the Contract
Services.
Further, proposers and the Contractor
shall also not discriminate on the
basis of race, color, religion, creed,
age, disability, national origin, sex,
sexual origin, gender identity or
status as a parent in the award and
performance of contracts or subcontracts
for these Contract Services.
Authority reserves the right to reject
any or all proposals, in its sole discretion.
