State reopening plan due Friday, as UPMC ramps back up and broadens testing

Allegheny County reported just 16 new COVID-19 cases Thursday, but also eight deaths

Dr. Rachel Levine, the Pennsylvania health secretary, said Thursday that she and Gov. Tom Wolf will unveil the state’s reopening strategy at a press conference tomorrow and that it will take effect May 8. She said the plan includes the state Department of Health designating red (restricted), yellow (partially lifted) and green (reopened but subject to state and federal guidelines) parts of the state, and then restricting activities based on the conditions on the ground.

“We’ll have more information about life in the yellow zone, so to speak, tomorrow,” Levine said. “We’re very confident in our plan.”

In an emailed statement, health department spokesperson Nate Wardle said health officials will monitor hospital data throughout the reopening process, in an effort to prevent areas from backsliding.

“We are looking to reopen Pennsylvania in a manner that prevents significant spikes in cases which would lead to a county having to move from yellow or green back to red or yellow,” Wardle said.

Allegheny County reported eight new COVID-19 deaths Thursday, bringing the county total to 94 — a grim increase after a Wednesday with no new reported deaths in the county. Another 16 cases were confirmed, bringing the county total to 1,289. The number of past and present hospitalizations is 236.
