The Allegheny County Sanitary Authority (ALCOSAN) is accepting Letters of Interest and Statements of Qualifications from Professional Companies who wish to be considered for the following:

p.m. All parties interested in attending the informational meeting shall send an email to Suzanne Thomas. Once the emails are compiled, ALCOSAN will email a Microsoft Teams meeting invite. This meeting is not mandatory but all interested parties are encouraged to attend.
ALCOSAN intends to award the services to one firm to perform all of the services. All submittals must be received no later than 2:00 p.m. June 26, 2020. It is Consultant’s responsibility to ensure the documents have been received. Late submittals will not be considered. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Urban Redevelopment Authority of Pittsburgh and the City of Pittsburgh.
REQUEST FOR RELEASE OF FUNDS
On or about June 8th May 25, 2020, the City of Pittsburgh (“City”) will authorize the Urban Redevelopment Authority of Pittsburgh (“URA”) and the City to submit a request to the United States Department of Housing and Urban Development (“HUD”) for the release of the following federal funds to undertake project known as Flats on Forward: (a) Low Income Housing Tax Credits under IRS Code Section 42 (approximately $12,248,775); (b) Housing Opportunity Funds (approximately $585,000) (c) 2019 HOME Investment Partnership Act funds (HOME) (approximately $665,000); (d) Pennsylvania Housing Affordability and Rehabilitation Enhancement funds (PHARE) (approximately $1,000,000); (e) Pennsylvania Redevelopment Assistance Capital Program funds as authorized under the Redevelopment Assistance section of the Capital Budget Itemization Act (approximately $1,000,000). The estimated total development cost is $24,300,000.
The release of the aforementioned funds will be for the purposes of developing Flats on Forward, which includes new construction of a 43-unit apartment building at 5824 Forward Avenue, Pittsburgh, PA 15217. The developer is ACTION Housing, Inc. As part of this notice, the project requires the implementation of a set of development activities related to the completion of this project which may include, and is not limited to, demolition, acquisition, disposition, new construction, and remediation on the part of the City, the URA, and any other authorized parties to the project.
FINDING OF NO SIGNIFICANT IMPACT
The City of Pittsburgh has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (“NEPA”) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review either electronically or by U.S. mail. ENVIRONMENTAL CERTIFICATION
The City of Pittsburgh certifies to HUD that William Peduto in his capacity as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City and URA to use funding sources (a) through (f) identified under Request for Release of Funds above.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Pittsburgh’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to:

TO FAIR HOUSING CHOICE FOR THE CITY OF PITTSBURGH, PA
Notice is hereby given by the City of Pittsburgh, Allegheny County, PA that it has prepared a Five Year Consolidated Plan for FY 2020-2024, an Annual Action Plan for FY 2020, and an Analysis of Impediments to Fair Housing Choice. The City intends to submit its FY 2020 Annual Action Plan in the amount of $14,239,211 for Community Development Block Grant (CDBG) funds; $2,320,553 in HOME Investment Partnerships (HOME) funds; $1,216,133 in Emergency Solutions Grant (ESG) funds; and $1,140,292 in HOPWA funds. The FY 2020 Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or before June 30, 2020.
These plans will be available for review for a period of 30 days beginning on Friday, May 22, 2020. To expedite the disbursement of the City’s FY 2020 funds, via 24 CFR 5.110, the CARES Act authorizes HUD to grant waivers to the public notice, public comment, and citizen participation plan requirements found in 24 CFR 91.105I (2) and (k), 24 CFR 91.115I (2) and (i) and 24 CFR 91.401. In accordance with the City of Pittsburgh’s Citizen Participation Plan and HUD’s regulatory requirement waivers, a virtual public hearing will be held at 5:00 p.m. on Thursday, June 16, 2020 to provide an opportunity for comment on the draft FY 2020-2024 Five Year Consolidated Plan, FY 2020 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice. The plans were developed after conducting an initial public hearing; community meetings; round table meetings with housing, social services, and community and economic development agencies/organizations; meeting with City staff; a community-wide citizen questionnaire, and receiving both written and verbal comments, and requests, which identified needs for the City.
If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG Funds.
All interested persons, groups, and organizations are encouraged to participate in this virtual public hearing and will be given the opportunity to present oral testimony concerning the proposed plans and use of Federal funds under the FY 2020-2024 Five Year Consolidated Plan, FY 2020 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice.
