The Allegheny County Sanitary Authority is soliciting CONTRACT No.1731-FURNISH AND DELIVER SULFURIC ACID. Bids will be received until 11:00 a.m., Prevailing Time, Thursday, July 16, 2020 at the office of the Authority, 3300 Preble Avenue, Pittsburgh, PA 15233. The Bids will then be publicly opened and read.
ALCOSAN encourages businesses owned and operated by minorities and women to submit bids on Authority Proposals or to participate as subcontractors or suppliers to the successful bidders. Successful Bidders are to use minority or women’s businesses to the fullest extent possible.
Documents pertaining to the submission of Bids are available at the Engineering office of the Authority, 3300 Preble Avenue, Pittsburgh, PA 15233. Bid Security shall be furnished by providing with the Bid a Certified Check or Bid Bond in the amount of $1,000.00. The Successful Bidder shall be required to furnish a Performance Bond in the amount of $20,000.00.

CHANGES TO THE
HOMEOWNERSHIP PROGRAM PLAN
June 22, 2020
The Housing Authority of the City of Pittsburgh (HACP) is requesting to add additional guidance to the Homeownership Program Plan, listed as an attachment to the Moving To Work (MTW) Annual Plan, requiring participants to reduce the amount borrowed from the 1st mortgage lender in order to achieve an affordable Homeownership Expense Payment as defined by the HACP, and to utilize the full amount of additional, deferred payment mortgages, prior to applying HACP assistance to the transaction, if applicable.
In addition, the HACP is requesting to add the guidance advising that participants must utilize a licensed professional to assist with their purchase including, but not limited to, drafting sales contracts and to change the soft second mortgage from a forgivable mortgage to a Shared Appreciation Mortgage (SAM) for households that may be eligible to receive more than $52,000 subsidy to achieve an affordable Homeownership Expense Payment. The HACP’s second deferred payment mortgage will be forgiven at a rate of 10% each year up to $52,000. For participants, whose deferred mortgage loan amounts exceed $52,000, the term will be for 99 years and a share of the home’s appreciation is due upon resale for the portion of the loan that is in excess of $52,000.
Finally, the HACP is requesting to add a subordination policy statement to the Homeownership Plan, and to add a statement clarifying the clause that “buyer is not responsible for repairs” that is required on the sales contract.

The HACP will hold a meeting to receive public comments via Zoom on July 22, 2020, from 12 to 1 p.m., and from 5:30 to 6 p.m. The HACP will gather all comments and review them at the close of the comment period.
