The Authority is governed by the Commonwealth of Pennsylvania Procurement Law and all products must comply with the requirements set forth therein. Interested parties shall include an implementation cost and a monthly maintenance/license cost in their proposal and the unit(s) by which the monthly costs are developed. An implementation/go-live schedule shall also be presented in the submittal. Training for up to fifteen (15) employees shall be included in the implementation. ALCOSAN reserves the right to award to other than the lowest bidder based on the life cycle costs and functionality(ies). Sufficient information should be provided for ALCOSAN to understand the breadth of the product’s functionality. Three references of similar clients shall also be provided with the submittal.
ALCOSAN encourages businesses owned and operated by minorities and women to submit bids on Authority Proposals or to participate as subcontractors or suppliers to the successful bidders. Successful Bidders are to use minority/women’s businesses to the fullest extent possible.
The Authority reserves the right to reject any or all Proposals, to waive any informality in any Proposal and to accept any Proposal should it be deemed in the interest of the Authority to do so.

The Work of this Project includes, but is not limited to, the furnishing of all labor and materials for the installation of the Engine Test Facility at Manchester Garage. General Construction scope includes constructing masonry and steel framed Test Room and Control Room, installing Dynamometer Engine Test Equipment and related engine test equipment, HVAC scope includes building exhaust, engine exhaust, and control room air conditioning. Plumbing scope includes modifications to water supply and drainage systems, fire protection, and compressed air.
