BIDDING REQUIREMENTS: THIS PROJECT REQUIRES PREQUALIFICATION OF BIDDERS, INCLUDING SUBCONTRACTORS, AS SPECIFIED IN SECTION 102.01 OF COMMONWEALTH OF PENNSYLVANIA DEPARTMENT OF TRANSPORTATION SPECIFICATIONS (PUBLICATION 408/2016, CURRENT EDITION) ON THIS PROJECT. ALL QUESTIONS MUST BE SUBMITTED THROUGH ECMS AND IF NEEDED ADDENDA WILL BE ISSUED ELECTRONICALLY. INSTRUCTIONS TO BIDDERS WILL BE PROVIDED IN THE PROPOSAL REPORT WHICH CAN BE VIEWED THROUGH ECMS.

The anticipated Notice-to-Proceed for this project is December 14, 2020 and the project is to be completed by November 16, 2025.

COLLABRATIVE DEVELOPMENT SERVICES: (DESIGN &
CONSTRUCTION)
The Westmoreland County Housing Associates, Inc. (WCHA-Inc.) is requesting proposals from qualified and experienced professionals consisting of Design and Construction Firms operating as a Collaborative Group. The Collaboration shall consist of: Licensed Professional Architectural Firm, Licensed Civil Engineering Firm, Licensed General Contractor, Licensed Site Construction Contractor. The project to be developed is a mixed financed Affordable Housing Development, located within North Huntingdon Township and Irwin Borough, Westmoreland County, Pennsylvania 15642. The project is titled Laurel Avenue Commons – Phase I and II.
