Sealed Bids for CONTRACT NO. 1733 – AERATION TANK DIFFUSER REPLACEMENT shall be received at the Engineering Department office of the Allegheny County Sanitary Authority, 3300 Preble Avenue, Pittsburgh, PA 15233 until 10:00 A.M., Prevailing Time Thursday, October 15, 2020 and then publicly opened and read aloud.
ALCOSAN encourages businesses owned and operated by minorities and women to submit bids on Authority Contracts or to participate as subcontractors or suppliers to successful Bidders. Successful Bidders are to use minority or women’s businesses to the fullest extent possible.
Contract Documents may be examined and obtained at the office of the Authority for $100.00 (nonrefundable and no cash or credit cards will be accepted). Bid Security shall be furnished by Certified Check or Bid Bond in the amount of 10% of the Bid Price. Contract Documents must be Purchased Directly from ALCOSAN to Qualify as an Eligible Bidder.
A Pre-Bid Meeting will be held via Microsoft Teams Meeting on Wednesday September 30, 2020 at 9:00 A.M., Prevailing Time. Bidders are encouraged to attend, however they are not required to have a qualified representative attend the Pre-bid meeting to be eligible to bid on this contract.

The Allegheny County Housing Authority is requesting Bids from qualified vendors to provide preventive and remedial maintenance, inspection and repair of standby-by emergency generators. FY 2019 CONSOLIDATED ANNUAL PERFORMANCE
AND EVALUATION REPORT (CAPER)
FOR ALLEGHENY COUNTY, PA
Notice is hereby given that Allegheny County has prepared the FY 2019 CAPER in accordance with Title I of the National Affordable Housing Act of 1990, P.L. 101-625, and the regulations at 24 CFR Part 91.250. The report information includes: 1) Details of funds received from HUD for the Community Development Block Grant, HOME Investment Partnerships, and Emergency Solutions Grant (ESG) Programs; 2) Summary of resources and accomplishments; 3) Status of actions taken during the year to implement the goals outlined in the Consolidated Plan; and 4) Evaluation of the progress made in addressing identified priority needs and objectives.
The County will place the FY 2019 CAPER document on public display between September 16 and September 30, 2020 at the following locations in the County and on the County’s Website https://www.alleghenycounty.us/economic-development/index.aspx:

REQUEST FOR PROPOSALS (RFP)
The Southwestern Pennsylvania Corporation, a 501(c)(3) corporation, on behalf of the Southwestern Pennsylvania Commission (SPC), is requesting Technical Proposals and Price Proposals (together, the Proposal package) for the preparation of a Brodhead Road Corridor Planning Study in Beaver County. The selected firm or team of firms will assist SPC with completing a study with recommendations that will improve safety and mobility for all travel modes along the corridor.
The Request for Proposals (RFP) will be released by SPC on September 16, 2020. Copies may be downloaded from the SPC Website

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Housing Authority of the City of Pittsburgh (HACP). HACP has competitively procured Beacon Corcoran Jennison (BCJ) to serve as the co-developer to implement the Oak Hill Redevelopment project.
REQUEST FOR RELEASE OF FUNDS
On or about October 2, 2020, the City of Pittsburgh will authorize HACP to submit a request to HUD for the release of the following federal funds to undertake the project known as Oak Hill Burrows Views: (a) Section 8 Housing Assistance Payments Contract; (b) HACP Moving to Work (“MTW”) Funds under the 1937 Act as modified by the 1996 and 1999 Consolidated Appropriations Act; and (c) Low Income Housing Tax Credits under IRS Code Section 42.
The release of the aforementioned funds will be for the purposes of developing Oak Hill Burrows Views, which includes new construction of 123-units of mixed income housing comprised of two 4-story garden style apartment buildings with elevators, containing approximately fifty-four (54) units each, at 219 Burrows Street and 239 Burrows Street, and 15 two-story townhouse units, located in four clusters on adjacent parcels along Benson Place and Turner Place in the Terrace Village neighborhood of the City of Pittsburgh, 15213. As part of this notice, the project requires the implementation of a set of development activities related to the completion of this project which may include, and is not limited to, demolition, acquisition, disposition, new construction, and remediation on the part of HACP, BCJ, and Burrow Views Oak Hill, LLC (the owner entity) and any other authorized parties to the project. The total projected cost of the development is $31,000,000.
FINDING OF NO SIGNIFICANT IMPACT
The City of Pittsburgh has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (“NEPA”) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review either electronically or by U.S. mail. ENVIRONMENTAL CERTIFICATION
The City of Pittsburgh certifies to HUD that William Peduto in his capacity as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City, HACP and URA to use funding sources (a) through (k) identified under Request for Release of Funds above.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Pittsburgh’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Field Office of Public Housing in Pittsburgh at PittsburghPIH.ER@hud.gov.
Potential objectors should contact the HUD Field Office of Public Housing in Pittsburgh via email to verify the actual last day of the objection period.
