This meeting is not mandatory but all interested parties are encouraged to attend.
ALCOSAN intends to award the services to one firm to perform all of the services. All submittals must be received no later than 2:00 p.m. January 6, 2021. It is Consultant’s responsibility to ensure the documents have been received. Late submittals will not be considered. ALCOSAN encourages businesses owned and operated by minorities, disadvantaged and women’s business enterprises to submit qualification statements or to participate as subcontractors or suppliers to the selected Consultant/Firm. The Allegheny County Sanitary
Authority is soliciting Bids for CONTRACT NO. 1738 FURNISH AND DELIVER CAUSTIC SODA FOR DEMINERALIZATION UNIT REGENERATION. Bids will be received until 11:00 A.M., Prevailing Time, Thursday, January 14, 2021 at the office of the Authority, 3300 Preble Avenue, Pittsburgh, PA 15233. The Bids will then be publicly opened and read.
ALCOSAN encourages businesses owned and operated by minorities and women to submit bids on Authority Proposals or to participate as subcontractors or suppliers to the successful bidders. Successful Bidders are to use minority or women’s businesses to the fullest extent possible.

INVITATION FOR BIDS
The URBAN REDEVELOPMENT AUTHORITY of Pittsburgh will receive bids from qualified contractors for the roof stabilization of the Hunt Armory: a commercial building located at 324 Emerson Street; in the Shadyside neighborhood of the City of Pittsburgh, and all work incidental thereto required to complete the Hunt Armory Stabilization, until 11:00 a.m. prevailing time on Wednesday, the 23rd day of December, 2020, via Public Purchase.
Contract documents will be available after 1:00 p.m. on Monday, December 7, 2020, only on Public Purchase. Paper copies will not be available for pickup. Contract documents will not be mailed. Bids will only be accepted through Public Purchase.
A pre-bid meeting will be held at the site on Friday, December 11, 2020 at 9:00 a.m. Please email McGarry Luginski, Senior Project Engineer mluginski@ura.org to obtain additional information for this meeting. All interested parties are strongly encouraged to attend. All meeting attendees should park at the northern end of the street near the loading dock.
A certified check or bank draft payable to the order of the Urban Redevelopment Authority of Pittsburgh, negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond, executed by the Bidder and an acceptable surety in a dollar amount equal to 5% of the total bid, shall be submitted. Each bid submittal must include the Bid, Non-collusion Affidavit of Prime Bidder, Bid Bond, Statement of Bidders Qualifications, and Certification of Minority and Women’s Participation with Exhibits.
Wages paid on this project shall not be less than the minimum wages determined by the Commonwealth of Pennsylvania Department of Labor and Industry as set forth in the contract documents.
The Contractor will be required to comply with all applicable Equal Employment Opportunity requirements. The work under the proposed Agreement consists of providing Station Digital Communications Design Services. This Contract Services may be funded, in part, by, and subject to certain requirements of, the County of Allegheny and the Commonwealth of Pennsylvania, and the Federal Transit Administration (FTA) of the U.S. Department of Transportation (DOT). The proposal process and the performance of the requested services will be in accordance with guidelines and regulations of the FTA “Third Party Contracting Guidelines”, FTA Circular 4220.1F, as amended, and all applicable federal, state, and local laws and regulations.
Port Authority of Allegheny County, in compliance with 49 C.F.R., Part 26, as amended, implements positive affirmative action procedures to ensure that all Disadvantaged Business Enterprises (“DBEs”) have the maximum opportunity to participate in the performance of contracts and subcontracts financed, in whole or in part, with federal funds, if any, provided under or for the proposed Agreement. In this regard, all recipients or contractors shall take all necessary and reasonable steps in accordance with 49 C.F.R., Part 26, to ensure that DBEs have the maximum opportunity to compete for, and perform contracts and subcontracts for, the Contract Services.

This Notice is published pursuant to Federal Regulations promulgated by the United States Department of Housing and Urban Development (HUD) Environmental Assessment set forth at 24 CFR Part 58, Section 58.36.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the name of The City of Pittsburgh and the Housing Authority of the City of Pittsburgh.
REQUEST FOR RELEASE OF FUNDS
On or about December 18, 2020, the City of Pittsburgh will authorize HACP to submit a request to HUD for the release of the following federal funds to undertake the project known as Oak Hill Burrows Views: (a) HACP Moving to Work (MTW) Funds under the 1937 Act as modified by the 1996 and 1999 Consolidated Appropriations Act (approximately $1,000,000); and (b) Low Income Housing Tax Credits under IRS Code Section 42 (approximately $12,095,377); and (c) Project-Based Rental Assistance pursuant to Section 8 of the 1937 Act and the Rental Assistance Demonstration (RAD) pursuant to Notice H-2019-09 PIH2019-23(HA).
The release of the aforementioned funds will be for the purposes of developing Oak Hill Burrows Views, which includes new construction of 123-units of mixed income housing comprised of two 4-story garden style apartment buildings with elevators, containing approximately fifty-four (54) units each, at 219 Burrows Street and 239 Burrows Street, and 15 two-story townhouse units, located in four clusters on adjacent parcels along Benson Place and Turner Place in the Terrace Village neighborhood of the City of Pittsburgh, 15213. As part of this notice, the project requires the implementation of a set of development activities related to the completion of this project which may include, and is not limited to, demolition, acquisition, disposition, new construction, and remediation on the part of HACP, BCJ, and Burrow Views Oak Hill, LLC (the owner entity) and any other authorized parties to the project. The total projected cost of the development is approximately $31,000,000.
FINDING OF NO SIGNIFICANT IMPACT
The City of Pittsburgh has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review either electronically or by U.S. mail. ENVIRONMENTAL CERTIFICATION
The City of Pittsburgh certifies to HUD that William Peduto in his capacity as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City, HACP and URA to use funding sources (a) through (k) identified under Request for Release of Funds above.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Pittsburgh’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Field Office of Public Housing in Pittsburgh at PittsburghPIH.ER@hud.gov.
Potential objectors should contact the HUD Field Office of Public Housing in Pittsburgh via email to verify the actual last day of the objection period.

BUS RAPID TRANSIT CONSTRUCTION MANAGEMENT SERVICES
Authority intends to enter into Agreement(s) with a pool of up to two (2) firms, which will provide Bus Rapid Transit (BRT) Construction Management Services (Contract Services). The Contract Services include, but are not limited to: constructability; bid and award period services; construction management and inspection services; community relations; field surveying services; claim support services; and project management/administrative services. The Agreement(s) will be for a 3-year period with the option to extend the term of the Agreement(s) up to 2 additional years at the sole discretion of Authority.
While it is currently Authority’s intention to enter into agreements with a pool of up to two (2) firms, this number may be adjusted up or down, at Authority’s sole discretion, based upon the number of proposals received and Authority’s evaluation of same in relation to its construction management service needs. Electronic proposals must be both received, and time stamped by a representative of the Purchasing and Materials Management Department through Authority’s Ebusiness website at or before 2:00 p.m., prevailing time, January 22, 2021, at http://ebusiness.portauthority.org. Proposals received or time stamped by a Purchasing and Materials Management Department representative through Authority’s Ebusiness website after the advertised time for the submission of proposals shall be non-responsive and therefore ineligible for award. Each Proposer shall be solely responsible for assuring that its proposal is timely received and time stamped in accordance with the requirements herein.
This Contract Services may be funded, in part, by, and subject to certain requirements of, the County of Allegheny and the Commonwealth of Pennsylvania, and the Federal Transit Administration (FTA) of the U.S. Department of Transportation (DOT). The proposal process and the performance of the requested services will be in accordance with guidelines and regulations of the FTA “Third Party Contracting Guidelines”, FTA Circular 4220.1F, as amended, and all applicable federal, state, and local laws and regulations.
Port Authority of Allegheny County, in compliance with 49 C.F.R., Part 26, as amended, implements positive affirmative action procedures to ensure that all Disadvantaged Business Enterprises (“DBEs”) have the maximum opportunity to participate in the performance of contracts and subcontracts financed, in whole or in part, with federal funds, if any, provided under or for the proposed Agreement. In this regard, all recipients or contractors shall take all necessary and reasonable steps in accordance with 49 C.F.R., Part 26, to ensure that DBEs have the maximum opportunity to compete for, and perform contracts and subcontracts for, the Contract Services.
Port Authority of Allegheny County, in compliance with 74 Pa.C.S. § 303, as may be amended, also requires that certified Diverse Businesses, (“DBs”) have the maximum opportunity to compete for, and perform contracts and subcontract for, the Contract Services. In this regard, all Proposers, and the Contractor, shall make good faith efforts, in accordance with 74 Pa.C.S. § 303, to ensure that DBs have the maximum opportunity to compete for, and perform contracts and subcontracts for, the Contract Services.
Further, proposers and the Contractor shall not discriminate on the basis of race, color, religion, creed, age, disability, national origin, sex, sexual origin, gender identity or status as a parent in the award and performance of contracts or subcontracts for these Contract Services
Port Authority of Allegheny County reserves the right to reject any or all proposals.
