The Housing Authority of the City
of Pittsburgh (HACP) is a participant
in the federal Moving to Work
Demonstration Program (MTW).
The FY 2022 MTW Annual Plan
takes the place of the Capital Fund
Annual Statement, Five-Year Plan
and the PHA Annual Plan normally
required under the Quality Housing and
Work Responsibility Act (QHWRA).
The HACP is revising the Homeownership
Plan to incorporate a new categories
for the Loan Program and for clarity
of existing content as applicable.
The HACP’s FY 2022 MTW Annual
Plan and the MTW Homeownership
Plan will be available for review from
August 16, 2021, to September 15,
2021, on the HACP Web Site
www.hacp.org.

FOR
IMPLEMENTABLE COMPREHENSIVE PLAN
BRENTWOOD, PENNSYLVANIA
The Borough of Brentwood, Allegheny County, Pennsylvania, is inviting
firms to submit a proposal for a one-time contract to perform certain professional
services (consulting) work for the Borough of Brentwood involving the
preparation of an Implementable Comprehensive Plan (“Plan”) with a
focus on Economic Development. The previous comprehensive plan is date
- The implementable plan must focus on identifying community issues,
steps to address the issues, persons or groups responsible for addressing
the issues and financing. Sources of finances should be identified. The
emphasis should be determining the needs and desires of the community
as well as economic development incentives and initiatives to attract and
sustain businesses. A variety of techniques must be utilized to make this
determination. As a general guide to developing an implementable comprehensive
plan please refer to “Creating an Implementable Comprehensive
Plan”, Workbook and Reference, Version 1.1, August 27, 2012 (or latest

This plan will consist of two phases:
Phase I will be the determination of the community needs as well as economic
development incentives and/or initiatives to attract and sustain businesses
to the Borough. This will be the emphasis of the plan. The process must
use a variety of methods to determine needs. This phase will also serve
as the impetus for community ownership of the plan and for community
capacity building.
Phase II will be developing an implementation plan. The implementation at
a minimum must specify steps for implementation, costs for implementation,
source of funding for implementation, who is responsible for implementation,
and a timeline for implementation.

requirements, the organization of the RFP , and evaluation criteria please
