This notice shall satisfy procedural requirements for activities to be undertaken

by the City of Pittsburgh.

REQUEST FOR RELEASE OF FUNDS

On or about September 20, 2021, the City of Pittsburgh will submit a

request to the U.S. Department of Housing and Urban Development (HUD)

to release Federal funds under Title 1 of the Housing and Community Development

Act of 1974 as amended for one (1) real estate project.

The development, Garfield Highlands, involves the new construction

of single-family affordable rental housing to create (25) affordable housing

units. Three (3) units will be made affordable to tenants at or below 30%

AMI, thirteen (13) units will be affordable at or below 50% AMI, and nine (9)

units will be affordable at or below 60% AMI. The 25 units are to be

constructed upon lots that currently contain vacant land or abandoned housing.

The project is located on scattered sites on North Aiken Avenue, Rosetta

Street, and Kincaid Street, located the City of Pittsburgh’s Garfield neighborhood. The

developer of the project is Garfield Highlands LP. The funding sources

include $7,419,573 in 9% Low Income Housing Tax Credit Equity, $589,494

of Federal Home Loan Bank Affordable Housing Program Funds, $187,820

of deferred developer fee, $540,000 of 2020 Housing Opportunity Funds,

$36,393 of HOME 2018 funds, $95,173 of HOME 2019 funds, and

$578,434 of HOME 2020 funds. The total estimated cost of the development

is $9,446,887.

FINDING OF NO SIGNIFICANT IMPACT

The City of Pittsburgh has determined that the project will have no significant

impact on the human environment. Therefore, an Environmental Impact

Statement under the National Environmental Policy Act of 1969 (NEPA) is

not required. Additional project information is contained in the Environmental

Review Record (ERR) on file at 414 Grant Street, Suite 501, Pittsburgh, PA

15219 and may be examined or copied weekdays from 9:00 a.m. to 5:00 p.m.

ENVIRONMENTAL CERTIFICATION

The City of Pittsburgh certifies to HUD that William Peduto in his capacity

as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal

Courts if an action is brought to enforce responsibilities in relation to the

environmental review process and that these responsibilities have been satisfi ed.

HUD’s approval of the certification satisfies its responsibilities under NEPA

and related laws and authorities and allows the Urban Redevelopment

Authority to use development funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Pittsburgh

certification for a period of fifteen (15) days following the anticipated submission

date or its actual receipt of the request (whichever is later) only if they are

on one of the following bases: (a) the certification was not executed by the

Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has

omitted a step or failed to make a decision or finding required by HUD regulations at

24 CFR part 58; (c) the grant recipient or other participants in the development

process have committed funds, incurred costs or undertaken activities not

authorized by 24 CFR Part 58 before approval of a release of funds by HUD;

or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has

submitted a written fi nding that the project is unsatisfactory from the standpoint

of environmental quality. Objections must be prepared and submitted in

accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and

shall be addressed to:

The Work of this Project includes, but is not limited to, the furnishing of all labor

and materials for Escalator Installations at the Steel Plaza, Wood Street and

First Avenue subway stations.

This Project may be funded, in part, by, and subject to certain requirements

of, the County of Allegheny and/or the Commonwealth of Pennsylvania.

Authority, in compliance with 74 Pa.C.S. § 303, as may be amended, require

that certified Diverse Businesses (“DBs”) have the maximum opportunity to

participate in the performance of contracts and subcontracts for this Project.

In this regard, all Bidders shall make good faith efforts in accordance with

74 Pa.C.S. § 303, to ensure that DBs have the maximum opportunity to

ARTICLE 2 – PRE-BID CONFERENCE

A Pre-Bid Conference may be held with prospective Bidders to review the

Bid Documents and generally discuss the Project. The time and place will

PA 16063 by first mailing $100.00 in the form of a check made payable to

the HOUSING AUTHORITY OF THE COUNTY OF BEAVER for each set of

documents so obtained. DEPOSITS ARE NOT REFUNDABLE. Plans and

A certified check or bank draft, payable to the HOUSING AUTHORITY OF

THE COUNTY OF BEAVER, U.S. Government Bonds or a satisfactory bid

bond executed by the bidder and acceptable securities in an amount equal

to fifteen percent (15%) of the bid, shall be submitted with each bid.

All required Contract Documents must be completed and submitted with

the bid. The successful bidder will be required to furnish and pay for satisfactory

performance, labor and material, and maintenance bonds of 100% with

good and sufficient surety, and will be required to provide same within ten

(10) days of contract award.

Prior to award of any contract the Housing Authority will conduct a pre-contract

survey of a Bidder’s past performance. Consideration will be given to such

matters as bidder’s integrity, compliance with the public policy, record of past

performance, and financial and technical resources.
