FOR SEED PROPERTIES
The Board of Directors of the SIXTH ECONOMIC EMPOWERMENT DEVELOPMENT INC. (SEED) is seeking qualified bidders for its Property Management Services Agreement.
Background
The SEED Board of Directors is seeking proposals from property management companies, to provide Property Management Services for SEED Properties, a 37-unit Permanent Housing Development. The property is in Elmer Williams Square, which is in the Larimer community of the City of Pittsburgh.
The Property Management Services agreement will include, but not be limited to, the following duties and responsibilities:
1) Lease execution, including explaining the lease and all attachments.
2) Collection of rent and charges in addition to rent.
3) Lease enforcement.
4) Full maintenance repair of the development.
5) Full responsibility for hiring and firing of staff, and staff training.
6) Annual unit inspections.
7) Unit turnover, including preparing vacated units for re-leasing and leasing.
8) Capital improvements and repairs.
9) Purchase of all required supplies and services. Full fiscal management responsibilities including preparing annual operating budgets, monthly financial reporting and keeping expenses and income within approved budget expectations.
10) Providing weekly and monthly reports as specified by the SEED Board of Directors.
Contract Term
The Owner will enter a two-year contract for Property Management Services, with an option to renew the contract for an additional two years. All contract renewals will be at the Owners discretion.

The purpose of this contract is to provide Bridge Inspection Services for structures 20 feet and under in length that are not on the NBIS inspection program. These services will include Bridge Inspection Services along with Maintenance Recommendations and Bridge Ratings for the Allegheny County Department of Public Works (ACDPW).
Place a Letter of Interest with required forms in a sealed opaque envelope with the firm’s name, the title and number of the Project, and the words “Letter of Interest” on the front. If you mail the Letter of Interest, insert the sealed, opaque envelope containing the Letter of Interest and standard forms inside a separate mailing envelope.
The Director will receive Letters of Interest, with accompanying SF 330 until the day and hour stated in the Public Advertisement. The Director will not consider any Letter of Interest received after the set day and hour and will return it to the addressee unopened. The firm is responsible for ensuring that the Director receives its Letter of Interest by the set day and hour.
The County will use only SF 330s of firms responding with Letters of Interest to pre-qualify firms for consideration for these services.

The County will preselect or short-list three firms for consideration for this Project assignment on the following evaluation criteria: Experience, Record, Size, Workload, and Related Work. By a Request for Proposal the Department of Public Works will notify the top three short-listed firms to submit proposals. The County will invite each of those firms to attend a Preproposal Scoping Meeting. The County will base final selection of a firm for this assignment on the following evaluation criteria: Project Proposal, Organization, Design Ability, Experience, and Special criteria such as community involvement and other sensitive areas of Project development. The County’s Minority and Women disadvantaged goals for this Project will be 13% of the total price for MBE participation and 2% of the total price for WBE participation. Certification of MBE’s and WBE’s by the County is mandatory on or before proposal due date.
The Director may reject any or all Letters of Interest and may waive any irregularity in the Submission of Letters of Interest.
