INVITATION TO BID
On behalf of the Hill Community Development Corporation (Hill CDC) NOTICE IS HEREBY GIVEN that specifications and proposal forms for furnishing all labor and materials for the following project:
New Granada Theater Redevelopment Phase II
(2015 Centre Ave., Pittsburgh, PA 15219)
Full sets of drawings may be obtained by contacting A. Martini & Co. located at 320 Grant St, Verona, PA 15147, from 9:00 AM to 4:00 PM beginning Thursday March 10, 2022. Drawings will be available either via electronic submission at no fee or arrangements can be made to obtain hard copies.
BIDS WILL BE RECEIVED until 2:00PM on April 6, 2022 at the office of A. Martini & Co. located at 320 Grant Street, Verona, PA 15147 or via EMAIL to [email protected].
A pre-bid is scheduled for March 16th and or 23rd at 10:00 AM, the pre-bid will be held off-site at the Hill House Conference Room, 1835 Centre Ave 2nd Floor
Bids must be submitted on the proper bid form in the project documents in the manner therein described and be enclosed in a sealed envelope, bearing the name and address of the bidder on the outside, addressed to A. Martini & Co and marked with the project name or EMAIL to [email protected].
Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442: Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 – 1.4); Executive Order 11625 (Utilization of Minority Business EnterÂprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act 1990; the Allegheny County MBE/WBE Program enactÂed July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran –Owned Small Businesses. All bidders are to comply with the minimum project goal of 35% MBE and 15% WBE. Bidders who are able to exceed the minimum MBE and WBE goals will be viewed favorably.

The documents will be available no later than February 28, 2022 and signed, sealed bids will be acÂcepted until 9:00 AM on March 22, 2022. The Housing Authority of the City of Pittsburgh will only be acÂcepting physical bids dropped off in person from 8:00 AM until the closing time of 9:00 AM on March 22, 2022 in the lobby of 100 Ross St. Pittsburgh, PA 15219. Bids may be uploaded to the Authority’s online submission site, the link is accessible via the HACP website and within the IFB. Sealed bids may still be mailed via USPS at which time they will be Time and Date Stamped at 100 Ross Street 2nd Floor, Suite 200, Pittsburgh, PA 15219.
