CHIEF ENGINEER

Port Authority is seeking a Chief Engineer to direct the development and implementation of all major capital engineering and construction projects, including areas of engineering design, construction, project programming, and technical support for the rail and bus operations as required. Maintain the Port Authority asset inventory to a state of good repair.

Essential Functions:

  • Directs the activities of the division’s department directors, managers, and staff. Conducts annual performance reviews and recommends and initiates appropriate personnel action.
  • Oversees the Technical Support team in providing the required engineering and technical services and support for the activities of the Operations Division in the areas of facility, rail system and bus-way maintenance and rehabilitation.
  • Manages all staffing, technical and control issues (such as budgets, schedules, reporting, safety and quality assurance) required in implement engineering and construction projects. Oversees the management of third party consultants and contractors. Directs activities necessary to perform project coordination with various departments within the Authority.

Job requirements include:

  • Bachelor of Science degree in Civil Engineering from an accredited school.
  • Minimum of ten (10) years’ progressively responsible capital project or multi-discipline design and construction experience, with at least five (5) years in a senior level position.
  • Minimum of five (5) years’ experience in rail operations management, including system and equipment maintenance, system design and construction supervision, engineering management and project management.
  • Minimum five (5) years supervisory experience.
  • Demonstrated experience in managing asset management program.
  • Demonstrated history of oversight of both operating and capital budgets.
  • Professional Engineer Registration in Pennsylvania
  • Professional and effective communication skills.
  • Demonstrated ability in the use of Microsoft Office 365 software products.
  • Valid driver’s license.

Preferred attributes:

  • Master’s degree in Engineering, Business Administration, Public Administration, Urban Planning or directly related field.
  • Demonstrated ability to deliver presentations, answer questions, and address stakeholder concerns in highly stressful public forums.

DBE/DB PROGRAM ASSISTANT

Port Authority is seeking a DBE/DB Program Assistant to provide staff support to the DBE/DB Program Manager in the day-to-day

implementation, administration, and evaluation of Port Authority’s

Disadvantaged Business Enterprise (DBE) Program and Diverse Business (DB) Program in compliance with all applicable U.S. DOT 49 CFR Part 26, PennDOT, Section 303 of Title 74 and Act 89 requirements and

regulations. Attend DBE public

outreach functions as a representative of the department and the Authority. Act as a representative of the DBE Program on Authority Procurements.

Essential Functions:

  • Maintains and manages updates in the DBE Directory of all certified DBEs.
  • Performs intake of DBE certification applications.
  • Assists with reviews of Annual Affidavits for continued eligibility of DBE certification and forwards to DBE/DB Program Manager to sign off on continued eligibility of proposed DBE firms.
  • Maintains certification files and projects files in accordance with

established DBE program requirements and procedures.

  • Reviews requirements for contracts, goods, and services to evaluate DB participation good faith efforts.

Job requirements include:

  • BA Degree in Public Administration, Business Administration, or related field from an accredited school. Relevant experience may substitute for education on a year-for year basis.
  • Two (2) years related experience.
  • Knowledge of diverse business community, public procurement and business management.
  • Working knowledge of federal and state laws, government regulations pertaining to contracts, procurement and DBE/DB Programs.
  • Demonstrated ability in the use of Windows.
  • Professional and effective communication skills.
  • Established community contacts and networks.
  • Valid PA driver’s license.

  • Contract administration.
