Contract Compliance Specialist

The specialist will also provide outreach and technical assistance to the business community. In addition, the Contract Compliance Specialist will review and vet prime contractors’ MWDBE inclusion plans for various types of contracts (i.e., construction, services, supplies, etc.). The specialist will monitor MWDBE commitments and utilization through contract completion, address, and monitor MWDBE concerns and assist in conflict resolution if necessary.

CONTRACT SPECIALIST –

Pittsburgh Regional Transit is seeking a Contract Specialist – Professional Services to actively strategize and facilitate the development of Requests for Proposals (RFP). Provide end user department with services, guidance, coordination and consultation to identify procurement objectives and methodologies based upon policy and procedures to secure professional service agreements and provide contract administration support for such agreements. Essential Functions:

Oversees, implement, and prepares RFP solicitations according to pro­cedures mandated by the State, Federal Transit Administration (FTA), or other agencies; including, but not limited to:

  • Coordinates the internal review process for the routing and approval of RFPs and contracts
  • Schedule, coordinate, and conducts pre-proposal meetings; prepares and distributes records of pre-proposal meetings to interested parties.
  • Facilitating the receipt of RFP questions, review, and prepare responses to requests for clarification.
  • Budget coordination, boilerplate development, scope of work development and RFP preparation.

Job requirements include:

  • Responsible to review drawings, specifications, and contract provisions for compliance with PRT requirements and standards in the preparation of construction and procurement documents. Reviews and coordinates drawings and specifications of electrical systems to include SCADA, power distribution, lighting, networking, HVAC systems, escalators, elevators, fire protection, safety, and related equipment in consideration of the impacts related to operational facilities, systems, and infrastructure.
  • Maintains overview of the electrical systems placed in the PRT operations to determine the adequacy and effectiveness of electrical engineering designs. Investigates and reports on problems that have to do with electrical systems and subsystems, their related user needs and requirements.

Job requirements include:

  • BS Degree, Major in Electrical Engineering, or related engineering field from an accredited school.
  • Minimum of five (5) years of progressive experience in project oversight, including design and construction of job-related work
  • Valid driver’s license in any state or commonwealth with ability to obtain PA driver’s license within sixty (60) days of employment.
  • Demonstrated ability in the use of Windows.

  • Serve as technical analyst of software: Analyze application error and message logs, and work to resolve issues.

Job requirements include:

  • Two-year technical school/Associate Degree in Computer Science, Information Science or technology related field from an accredited school with five (5) years relevant experience in web-based software application using SQL OR
  • BS Degree in Computer Science, Information Science or a technology related field from an accredited school or related field with three (3) years relevant experience in web-based software applications using SQL.
