A certified check or bank draft payable to the Washington County Housing Authority; a US Government Bond or satisfactory Bid Bond executed by the Bidder and acceptable sureties in the amount equal to ten percent (10%) of the bid shall be submitted with each bid.

The work to be performed under this contract is a Section 3 Project under Provisions of the Housing & Urban Development Act of 1968, as amended, and must, to the greatest extent feasible, provide opportunities for training and employment for lower-income residents of the project and contracts for work in connection with the project be awarded to business concerns which are located in, or owned by, Washington County residents. Particular attention is directed to requirements of Executive Order 11246,11625 and 12138, as well as Section 3 requirements, as set forth in the Specifications.

The Authority reserves the right to reject any or all bids for any reason(s) what so ever and to waive informalities in the bidding process as the WCHA deems absolutely appropriate.

These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County d.b.a. PRT and the United States

Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.

Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable. All items are to be FOB

delivered unless otherwise specified. Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.

CCTV PIPE INSPECTION
SERVICES

GAI Consultants, Inc. has been retained by the Pennsylvania Turnpike Commission (PTC) to perform an inspection of twenty-seven (27) pipes in Bedford County. The inspection is anticipated to begin in either July or August 2023 and will continue for three (3) days. GAI will require th e services of a qualified Contractor to CCTV inspection equipment, safety equipment, and maintenance and protection of traffic (MPT), as needed to perform the inspection services. No MPT on the PA Turnpike maintain is anticipatedor permitted. GAI will receive sealed Bids from qualified Contractors until 11:00 a.m.

Prevailing Time on Wednesday, June 21, 2023, at 600 Cranberry Woods Drive, Suite 400, Cranberry Township, PA 16066. Bids received after this time will not be accepted. Complete bid packages may be obtained from GAI as requested by email. Questions should be directed to Trevor Schmidt, PE, by email at t.schmidt@gaiconsultants.com. The Contractor must provide evidence of their qualifications by referencing three separate pipe inspection contracts of similar size that they have provided CCTV inspection services within the last ten years. The Contractor must be able to provide inspection equipment, safety equipment, and other equipment in good working order, along with properly trained and competent equipment operators. The contractor must provide MPT in strict accor­dance with PTC PTS 915 – Short Term Standards. Weekend inspec­tion work may be required. Bids will be opened at 11:00 a.m. on Friday, June 23, 2023. Following approval by PTC and GAI, the contract will be awarded to the lowest qualified bidder. GAI Consultants, Inc. reserves the right to reject any or all bids not in conformance with the bid requirements.
