REQUEST FOR PROPOSAL NO. 25-16
Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit (PRT) is requesting proposals for the performance of the following service (“Contract Services”):
NON-DESTRUCTIVE TESTING OF STEEL RAIL SERVICES
The work under the proposed Agreement consists of a vendor providing
the services needed to perform the testing of steel rail for internal flaws with ultrasonic testing equipment capable of recording the inspection results for future analysis. Additionally emergency non-destructive testing
inspection services, as-needed and as-requested by PRT, in accordance with PRT specifications.
The Agreement will be for a (3) three-year period with the option to extend the term of the Agreement up to (2) two additional one-year periods at the sole discretion of PRT.

This Contract Services may be funded, in part, by, and subject to certain requirements of, the County of Allegheny and the Commonwealth of Pennsylvania, and the Federal Transit Administration (FTA) of the

The proposal process and the performance of the requested services will be in accordance with guidelines and regulations of the FTA “Third Party Contracting Guidelines”, FTA Circular 4220.1F, as amended, and all applicable federal, state, and local laws and regulations.
Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit, in compliance with 49 C.F.R., Part 26, as amended, implements positive affirmative action procedures to ensure that all Disadvantaged Business Enterprises (“DBEs”) have the maximum opportunity to participate in the performance of contracts and subcontracts financed, in whole or in part, with federal funds, if any, provided under or for the proposed Agreement. The Borough of Brentwood, Allegheny County, Pennsylvania, is inviting firms to submit a proposal for a one-time contract to perform certain professional services (consulting) work for the Borough of Brentwood involvingthe preparation of conceptual and eventually final architectural/engineering design documents associated with the Brentwood Park Field No. 4 ADA
Improvements. One firm will be selected to provide design architectural/
engineering services for the project.
Information relating to submitting a proposal including specific requirements,
the organization of the proposal, proposal evaluation criteria, and the proposed

Interested parties must complete a no cost registration process to utilize

Municipal Authority of the Borough of Baden (Owner) is requesting
Bids for the construction of the following Projects:

Conveyance Sewer Rehabilitation
Contract 2024-01B Sanitary Sewer Rehabilitation

Bids for the construction of the Projects will be received at the Borough
of Baden Municipal Building located at 149 State Street, Baden, PA
15005 until Wednesday, October 1, 2025, at 11:00 A.M. local time. At
that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Contract 2024-01A Harmony Township Conveyance Sewer Rehabilitation:
consists of 6,000 linear feet of 12-18 inch sanitary CIPP full-length sewer
lining, new manhole frames and covers, internal sealing of manhole walls
and rehabilitation of manhole trough and bench.
Contract 2024-01B Sanitary Sewer Rehabilitation: consists of full-length
lining, spot lining and open cut rehabilitation of sanitary sewers including
manhole rehabilitation throughout the Borough of Baden.
Contract 2024-01C SR65 Sewer Rehabilitation: consists of 2,000 linear
feet of CIPP lining of 8-inch sanitary sewer on State Route 65.

(1) A bond for ten percent (10%) of the full amount of the bid, or
(2) A certified check, cashier’s check, or letter of credit, in an amount not
less than ten percent (10%) of the total bid amount.
This Contract is expected to be funded in part with funds provided by the
United States Department of Agriculture, Rural Utilities Service (RUS).
The Non-Collusion Affidavit of Prime Bidders must be completed and submitted
with all bids.
Compliance is required with the Pennsylvania Prevailing Wage Rates.

A pre-bid conference for the Project will be held on September 11, 2025
at 11:00am located at the Baden Borough Building, 149 State Street,
Baden, PA 15005. Attendance at the Pre-Bid conference is encouraged
but not required.
Domestic Preference
This project is subject to the Build America, Buy America Act (BABAA)
requirements under Title IX of the Infrastructure Investment and Jobs Act
(IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all
iron, steel, manufactured products, and construction materials used in this
project must be produced in the United States.
