FORM OF ADVERTISEMENT
1. The Public Parking Authority of Pittsburgh (“Authority”) shall accept sealed bids for the performance of the work described below (the “Work”) at its office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222, until 10:00 a.m. local time on Tuesday, October 7, 2025.
2. DESCRIPTION OF WORK: The Project entails the Oliver Garage Emergency Battery Backup Modernization.
3. The Instructions to Bidders, including the Form of Bid, Form of Agreement, General Conditions, Plans and Specifications, and meeting information will be made available after 3:00 p.m. local time on Thursday, September 11, 2025, via email request to the Authority’s Project Management
Department at projectmanagement@pittsburghparking.com.
4. A Mandatory pre-bid conference will be held on-site at the Oliver Garage located at 350 Oliver Avenue, Pittsburgh, Pennsylvania, 15222, at 10:00 a.m. local time on Friday, September 19, 2025. The purpose of the pre-bid conference is to provide additional detail regarding the Work. The information provided at the pre-bid conference will be essential in preparing a bid to perform the Work. Persons or entities that intend to submit bids to perform the Work are required to attend the pre-bid conference with at least one representative who will understand the information presented at the pre-bid conference in a manner that allows such information to be incorporated in the preparation of the bid to perform the Work. It is
expected that the representative who attends the pre-bid conference will be experienced in construction matters and employed by the bidder in a supervisory capacity. In person Pre-bid attendance is mandatory, and each attendee must sign in on the project sign-in form.
5. Sealed bids must be dropped off to the Public Parking Authority of Pittsburgh at 232 Boulevard of the Allies, Pittsburgh, PA 15222, no later than 10:00 a.m. on Tuesday, October 7, 2025. Bids received prior to the deadline will be publicly opened and read at that time.
6. Each bid submitted must be accompanied by a bid guaranty of ten
percent (10%) of the proposed bid in the form of a bid bond, certified
cashier’s or treasurer’s check payable to the Authority.
7. The Authority reserves the right to in its sole discretion, (i) change, at any time prior to the bid deadline at 10:00 a.m. local time on Tuesday, October 7, 2025 the Contract Documents; (ii) waive any defect, irregularities, or informality in any or all submitted bids; and (iii) reject any or all submitted bids.

TRANSIT RIDERSHIP DATA ANALYTICS
The work under the proposed Agreement(s) consists of for Transit Ridership Data Analytics for Automated Passenger Counter data processing and
analytics of ridership reporting. PRT requires a modern, cloud-based solution that will maintain all critical functionality while providing enhanced reporting capabilities, data visualization, and improved user experience. Our fleet includes approximately 700 buses, 80 light rail vehicles and two inclined planes: the Monongahela Incline and the Duquesne Incline.
The Agreement will be for a three (3) year period with the option to extend the term of the Agreement up to two (2) additional years at the sole discretion of PRT.

PRE-QUALIFICATION PERFORMANCE TESTING FOR CONTRACT NO. 1826
The Allegheny County Sanitary Authority (ALCOSAN) is issuing an invitation to Defoamer Manufacturers interested in participating in Pre-Qualification Performance Testing for Contract No. 1826, Furnish and Deliver Defoamer. Bid documents for Contract No. 1826 will be issued by invitation only to those manufacturers who successfully complete the Performance Testing. The successful bidder for Contract No. 1826 shall be awarded a one-year defoamer supply contract, with two additional 1-year optional extensions in the manner set forth in the Bid Documents and the Contract Agreement.
Performance Testing shall take place in ALCOSAN’s North End facilities at 3300 Preble Avenue, Pittsburgh, PA 15233 only during the period of September 29, 2025 through October 24, 2025.
