REQUEST FOR PROPOSAL NO. 20-06
Port Authority of Allegheny County (Authority) is requesting proposals for the performance of the following service (“Contract Services”):
Information Technology Consulting Support Services
The work under the proposed Agreement consists of Authority is requesting proposals for Information Technology (IT) Consulting Support Services for the following categories:
1). Business Applications
2). Business Analytics
3). Intelligent Transportation and Vehicle Systems
4). Communications, Networks, Services
5). Technology Training
6). Audio Visual
7). Business Process, Infrastructure, Security Assessment and Related Information
Technology Reviews/Assessments and General IT Advising
8). Temporary Consultants
Authority intends to enter into agreements with a pool of up to five firms for each of the above-identified seven categories that can be called upon on an as-needed basis. While it is currently Authority’s intention to enter into a agreements with a pool of up to five firms for Category 1 through Category 7, this number may be adjusted up or down, at Authority’s sole discretion, based upon the number of proposals received and Authority’s evaluation of same in relation to its IT services needs in the above-identified categories. Firms that are selected for award in Categories 1 through 7 will automatically have the opportunity to provide category 8. Any firm may submit a proposal for one category, all categories, or a mix of categories.
The required services will be issued on a work order basis as they are approved to proceed by Authority. The Agreement(s) will be for a four-year period with the option to extend the term of the Agreement up to an additional two years, at the sole discretion of Authority.

An Information Meeting for interested parties will be held at 9:30 a.m., April 13, 2020 via conference call to answer any questions regarding this RFP. The Authority conference call-in number has been set up and as follows:

Electronic proposals must be both received and time stamped by a representative of the Purchasing and Materials Management Department through Authority’s Ebusiness website at or before 2:00 p.m., prevailing time, May 4, 2020, at https://ebusiness.portauthority.org. Proposals received or time stamped by a Purchasing and Materials Management Department representative after the advertised time for the submission of proposals shall be non-responsive and therefore ineligible for award. Each Proposer shall be solely responsible for assuring that its proposal is timely received and time stamped in accordance with the requirements herein.
This Contract Services may be funded, in part, by, and subject to certain requirements of, the County of Allegheny and the Commonwealth of Pennsylvania. The proposal process and the performance of the requested services will be in accordance with all applicable federal, state, and local laws and regulations.
Authority, in compliance with 74 Pa.C.S. § 303, as may be amended, require that certified Diverse Businesses (“DBs”) have the maximum opportunity to compete for, and perform contracts and subcontracts for, the Contract Services. In this regard, all Proposers, and the Contractor, shall make good faith efforts in accordance with 74 Pa.C.S. § 303, to ensure that DBs have the maximum opportunity to compete for, and perform contracts and subcontracts for, the Contract Services.
Further, proposers and the Contractor shall also not discriminate on the basis of race, color, religion, creed, age, disability, national origin, sex, sexual origin, gender identity or status as a parent in the award and performance of contracts or subcontracts for these Contract Services.
Authority reserves the right to reject any or all proposals, in its sole discretion.

FY 2020 CONSOLIDATED PLAN/ANNUAL ACTION PLAN
REGARDING PROGRAMS:
HOME, CDBG and ESG
RE: Notice of Change in Format of Public Hearing for 2020-2024 HUD Consolidated Plan and FY 2020 Annual Action Plan
Notice is hereby given that Allegheny County has prepared its Five-Year Consolidated Plan for the period of FY 2020-2024. The Five-Year Plan outlines the County’s housing and non-housing community development needs and priorities for the next five years. The Annual Plan for FY2020 describes how the County intends to expend $13,945,279 in Community Development Block Grant (CDBG) funds, $3,070,151 in Home Investment Partnerships (HOME) funds, and $1,205,766 in Emergency Solutions Grant funds from the U.S. Department of Housing and Urban Development (HUD).
The plan is available, in draft form, for public review through May 8, 2020 at the Allegheny County Courthouse, 436 Grant Street, Room 119, Pittsburgh, PA 15219 and at https://www.alleghenycounty.us/economic-development/about/plans/five-year-plan.aspx . Paper copies are available upon request.
The County has also prepared a Citizen Participation Plan (CPP), which outlines the County’s responsibilities for obtaining citizen comment on the Consolidated Plan, Annual Plans, Plan Amendments, the Analysis of Impediments to Fair Housing Choice, the Consolidated Annual Performance and Evaluation Report (CAPER) and any Section 108 loan application should the County undertake one. Copies of the draft CPP will be on public display at the locations identified above for a period of fifteen (15) days. Paper copies are available upon request.
Notice is also given that Allegheny County will be holding a virtual public hearing, via teleconference, to receive input on the 2020-2024 HUD Consolidated Plan and 2020-2021 Annual Action Plan on April 24, 2020 at 10:00 a.m. The public hearing shall be conducted via teleconference. Questions and comments may be received during the call. Persons with hearing impairments and non-English speaking persons should contact Bud Schubel at 412-463-9052 or email (howard.schubel@alleghenycounty.us) at least 48 hours in advance of the hearing for appropriate accommodations. All interested parties/citizens will be given an opportunity to present oral or submit written testimony.

Contract No. ACHA-1627 Audit Services
The Allegheny County Housing Authority is requesting proposals from qualified CPA firms or Certified Public Accountants to audit financial statements under the Single Audit. The Audit is to be prepared according to generally accepted accounting principles, government auditing standards issued by the Comptroller General of the United States, and the provisions of The Uniform Grant guidance (UGG).

The Authority encourages responses from §3 business concerns, small firms, minority firms and firms that have not previously performed work for the ACHA. The Allegheny County Housing Authority reserves the right to reject any and all submissions.
