No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.
A Pre-Bid Conference will be held on each of the above items at 9:00AM, December 4, 2013 in the Port Authority’s Board Room at 345 Sixth Avenue, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged.  Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation.  The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable.

ADVERTISEMENT FOR BIDS
Sealed proposals will be received by Allegheny County Economic Development at Chatham One, Suite 900, 112 Washington Place, Pittsburgh, PA 15219, until 3:00 p.m. local prevailing time, Monday, December 16, 2013. for the PENN LINCOLN DEMOLITION AND SITE REMEDIATION PROJECT as detailed in the project documents.  Any bid received after closing time will be returned unopened.
GENERAL CONSTRUCTION
1. The remediation, demolition, removal and backfill of the Penn Lincoln Hotel and the adjacent two story parking structure (alternate #1). This work includes the remediation of hazardous materials, the demolition and removal of the structures, landscaping, sidewalks, traffic control, utility termination, the crushing and reuse of concrete and masonry material, the placement of structural backfill material with site remediation and maintenance, as required.
2. Compliance is required with the Davis-Bacon Act and other Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 – 1.4);Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise.  Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the Section 3 Clause as set forth in 24 CFR, Part 135.38.  Moreover, compliance is required by the prime contractor and all subcontractors with the document entitled Federal General Conditions that is included with the bid materials furnished, those Federal General Conditions to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor, and subcontractor(s) and lower tiered subcontractor(s).
3. This project will be funded by (2) funding sources;  Allegheny County Community Development Block Grant (CDBG) administered by the Redevelopment Authority of Allegheny County and Allegheny County Gaming and Economic Development fund (GEDF) administered by Pittsburgh History and Landmarks Foundation.  The successful bidder will enter into a separate contract with each Agency.  Contract #1 – REMEDIATION (Pittsburgh History and Landmarks, PHLF) and Contract #2 – DEMOLITION (Redevelopment Authority of Allegheny County, RAAC).
BASE BID

This work includes the removal of the upper deck and floor of the two story parking deck, the partial demolition of the retaining walls, the placement of structural backfill in the lower level and the installation of a permanent fence.

A performance bond and a payment bond, each for 100% percent of the contract price, will be required. The successful bidder shall also furnish to the County a maintenance bond covering defects of material and workmanship for the calendar year following the County’s approval and acceptance of the construction.
Bidders may not be on the Comptroller General’s list of ineligible contractors.  The successful bidder will be required to comply with all applicable equal employment opportunity laws and regulations.  The contractor will be subject to Executive Order Nos. 11246 and 11375.
A pre-bid conference for this project will be held on Tuesday December 5, 2013, 10:00 a.m. at the Wilkinsburg Borough Council Chambers, 605 Rose Avenue, Wilkinsburg, Pennsylvania. A site visit will be conducted directly after the pre-bid conference.

INVITATION TO BID
THE RIDC REGIONAL GROWTH FUND is soliciting proposals from qualified companies to perform certain construction services at the RIDC, Westmoreland Technology Center site, located in Mt. Pleasant, East Huntington Township, Westmoreland County, PA. The successful bidder will perform all work described in the bid documents, including all selective demolition, MEP, general trades and all other work necessary to complete the RIDCW –  Truck Dock  project.  The successful bidder will be required to enter into a written agreement with The RIDC Regional Growth Fund.

Each proposal shall be made upon forms provided and shall be accompanied by a bid bond, certified check, or cashier’s check in the amount of 10% of all the base and alternate bids.  RIDC reserves the right to accept or reject any and all bids or waive any informality in the bidding for any reason whatsoever.  Bids may be held by RIDC for a period not to exceed one hundred twenty (120) days from the date of opening of bids for the purpose of reviewing the bids prior to awarding the contract.
