REQUEST FOR PROPOSALS
The Washington County Housing Authority is requesting proposals from qualified firms or persons to perform the administrative, technical, and financial planning and implementation of its Capital Fund Grant Programs. Funding for this position comes from the United States Department of Housing and Urban Development (HUD), and all work performed must conform with all applicable HUD policies and procedures.
The Services of the Construction Manager shall be to plan and administer all funded or anticipated capital improvement programs within a two-year contract period.  Duties include, but are not limited to cost estimating, budgeting, establishing contracts, project scheduling, inspecting contract work, administering pay requests and change orders, and preparing all required submissions.  Contracts for construction will be held by the Housing Authority and managed by the Construction Manager. No construction work will be performed by the Construction Manager’s own forces.
Copies of the full “Request for Proposal” are available from the Washington County Housing Authority by calling Debbie Hurrell (724/228-6060, Ext 110) during normal business hours. Proposals must be received at the Housing Authority by the close of business, October  15, 2014.  The envelopes must be clearly marked with the words “Proposal for Construction Manager.”
The Housing Authority encourages minority, female and disadvantaged businesses to respond to this RFP.  The Housing Authority goal for MBE participation in the Capital Fund Grant Programs which finance this position is 20%.
The Housing Authority Board of Directors reserves the right to accept or reject any or all proposals for any or no reason.
No proposal shall be withdrawn for sixty (60) days following submission.

A consultant will be selected no later than 30 days following the receipt of application deadlines. The final draft of the study must be submitted 6 months after the consultant is under contract with the Municipality.

No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.
A Pre-Bid Conference will be held on each of the above items at 9:00AM, October 7, 2014 in the Port Authority’s Board Room at 345 Sixth Avenue, Fifth Floor, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged. Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.
These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation.  The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable. All items are to be FOB delivered unless otherwise specified.  Costs for delivery, bond, and insurance shall be included in bidder’s proposal pricing.
