REQUEST FOR PROPOSAL NO. 15-07
Port Authority of Allegheny County (Authority) is requesting proposals for the performance of the following Services:
EMPLOYEE BENEFITS
CONSULTING:
STRATEGIC PLANNING AND LABOR-MANAGEMENT SUPPORT
These Services shall include, but are not limited to, (1) perform strategic planning of employee benefit health and welfare programs; (2) provide underwriting analysis and actuarial services to estimate benefits costs and the effects of benefit modifications on such costs; (3) analyze claims experience and its financial impact; (4) assist Authority in procuring benefit services from vendors, and in post-award management of benefits contracts; (5) provide general administrative support; (6) assist Authority so as to ensure compliance with benefits laws; and (7)  within the overall scope of the services, perform special projects and other additional services (Contract Services).  The Contract Services will be issued on a work order basis as they are approved to proceed by Authority.  The Agreement will be for a three-year period with the option to extend the term of the Agreement up to an additional two years at the sole discretion of Authority.

An Information Meeting for interested parties will be held at 9:30 AM, prevailing time, February 20, 2015 in the Fifth Floor Board Room of Port Authority of Allegheny County’s downtown offices, 345 Sixth Avenue to answer any questions regarding this RFP.
Hard copy proposals must be delivered by 2:00 AM, prevailing time, March 10, 2015 to the Purchasing and Materials Management Department, Port Authority of Allegheny County, 345 Sixth Avenue, Third Floor, Pittsburgh, Pennsylvania, 15222-2527.
The Contract Services may be financed jointly by the County of Allegheny, the Commonwealth of Pennsylvania, and the Federal Transit Administration (FTA) of the U.S. Department of Transportation (DOT).  The proposal process and the performance of the requested services will be in accordance with the guidelines and regulations of the FTA “Third Party Contracting Guidelines”, FTA Circular 4220.1F, as amended, and all other applicable federal, state and local laws and regulations.
Port Authority of Allegheny County, in compliance with 49 C.F.R., Part 26, as amended, implements positive affirmative action procedures to ensure that all Disadvantaged Business Enterprises have the maximum opportunity to participate in the performance of contracts and subcontracts financed, in whole or in part, with federal funds provided under the proposed Agreement.  In this regard, all recipients or contractors shall take all necessary and reasonable steps in accordance with 49 C.F.R., Part 26, to ensure that DBEs have the maximum opportunity to compete for and perform contracts.  Recipients and their contractors shall not discriminate on the basis of race, color, creed, age, disability, national origin or sex in the award and performance of DOT assisted contracts.

BOILER ROOM FIRE PROOFING AT GOLDEN TOWERS
The Allegheny County Housing Authority (ACHA) is requesting bids from qualified firms for BOILER ROOM FIREPROOFING AT GOLDEN TOWERS.  Bid Documents will be on file and may be obtained after Thursday 12/February/2015 at the Allegheny County Housing Authority, 625 Stanwix Street, 12th Floor, Pittsburgh, PA, 15222, or by contacting the ACHA at 412-402-2464.  A Pre-Bid Conference will be held on Thursday, 19/February/2015, at 10:00AM at Allegheny County Housing Authority Central Office, 625 Stanwix Street, 12th Floor, PA 15222.  Bids are due by 2:00 PM. local time on Thursday, 5/March/2015 at the Allegheny County Housing Authority, at which time and place all bids will be publicly opened and read aloud.  The ACHA encourages responses from small, minority, and women owned firms, as well as firms that have not previously performed work for the ACHA.
Terms & Conditions:
The Allegheny County Housing Authority reserves the rights to reject any and all bids, or waive any informalities in the bidding.  No bid shall be withdrawn for a period of at least sixty (60) days subsequent to the opening of bids without the consent of the ACHA.
By submission of a bid, the bidder agrees, if its bid is accepted, to enter into a contract with the ACHA in the form included in the contract documents to complete all work as specified or indicated in the contract documents for the contract price and within the contract time indicated in the attached IFB.  The bidder further accepts all of the terms and conditions of the IFB including, without limitation, those dealing with deposit of bid guarantee.
Bidders should be advised that, prior to award of any contract, the ACHA reserves the right to conduct a pre-award survey for the purpose of determining the bidder’s responsibility and capacity to perform the contract.  This survey may include a review of subcontracting agreements, financial capacity, and quality of work performed on other contracts.
All bids must be signed and dated.  If a joint venture is submitting the bid, each joint venturer must sign the bid.
Bid Bond:
A certified check or bank draft payable to the Allegheny County Housing Authority; U.S. Government Bonds; or a satisfactory Bid Bond executed by the bidder and acceptable sureties in an amount equal to five percent (5%) of the bid, shall be submitted with each bid.  The surety must be a Guarantee or Surety Company acceptable to the U.S. Government as published in U.S. Treasury Circular No. 570 and licensed to do business in the Commonwealth of Pennsylvania.  The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds as approved by the U.S. Government in U.S. Treasury Circular No. 570.

Qualifications (RFQ)
The City of Washington is issuing a Request for Qualifications (RFQ) relative to grant writing services for applying for local, state, federal and foundation grant funds. Services needed include:
1. Grant research, grant writing & submission of completed products
2. Meeting with grant potential sources
3. Work with City staff members to secure grant information;
4. Preparing monthly grant updates with Mayor and council
5. Managing and monitoring the projects that are grant funded
Interested parties are required to submit the following:
1. A representative list of grant writing services provided and completed by the company or individual through the consultant’s services in the past three years.
2. Professional qualifications and resumes of the company or individual who will be assigned to the grant writing services.
3. Three references: location, contact person’s name, title and phone number.
4. An illustration of identification, cultivation and solicitation of potential grant prospects, including foundations, local and state agencies.
Companies or individuals will be evaluated and selection made based on qualifications. The City will seek to negotiate a contract with a company or individual who is determined to be the most qualified to perform the required services.
