These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Pittsburgh, the Urban Redevelopment Authority of Pittsburgh, and the Housing Authority of the City of Pittsburgh.

REQUEST FOR RELEASE OF FUNDS

On or about May 21, 2021 the City of Pittsburgh (“City”) will authorize the Housing Authority of the City of Pittsburgh (“HACP”), the Urban Redevelopment Authority of Pittsburgh (“URA”), and the City to submit a request to the U.S. Department of Housing and Urban Development (HUD) to release of the following federal funds to undertake project known as Harvard Beatty Street Housing: (a) Section 8 Project Based Voucher (“PBV”) program under the Quality Housing and Work Responsibility Act of 1998 as modified by the Housing Opportunity Through Modernization Act of 2016 to 8 housing units (of the 42 mixed-income housing units comprising of the Harvard Beatty Housing efforts) and (b) URA 2020 HOME Investment Partnerships.  

The release of the aforementioned funds will be for the purposes of developing Harvard Beatty Street Housing which includes new construction of a four story building with 42 mixed-income residential units located at the intersection of Harvard and Beatty Street in the East Liberty neighborhood. The developer is Trek Development Group. As part of this notice, the project requires the implementation of a set of development activities related to the completion of this project which may include, and is not limited to, demolition, acquisition, disposition, new construction, and remediation on the part of the City, the URA, HACP, and any other authorized parties to the project. The project will involve approximately $341,077 of the URA 2019 Home Investment Partnerships funds. The total projected cost of the activity is approximately $12,918,673.00.

FINDING OF NO SIGNIFICANT IMPACT

The City of Pittsburgh has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review either electronically or by U.S. mail. ENVIRONMENTAL CERTIFICATION

The City of Pittsburgh certifies to HUD that William Peduto in his capacity as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to theenvironmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Urban Redevelopment Authority and the Housing Authority of the City of Pittsburgh to use

funding sources (a) through (e) identified under Request for Release of Funds above.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Pittsburgh certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Field Office of Public Housing in Pittsburgh at PittsburghPIH.ER@hud.gov and Community Planning and Development Division to Mr. Phillip McKeough, at Phillip.E.McKeough@hud.gov.

REQUEST FOR PROPOSALS (RFP) / REQUEST FOR

QUALIFICATIONS (RFQ)

The Southwestern Pennsylvania Corporation, a 501(c)(3) corporation, on behalf of the Southwestern Pennsylvania Commission (SPC), is requesting Technical Proposals for the Development of a Connectivity Roadmap for Southwestern Pennsylvania. SPC is requesting that responding firms or teams also submit a Statement of Qualifications for Southwestern Pennsylvania Connectivity Roadmap Support Services. The intent is to award one contract to a qualified firm or team of firms for completion of the combined Scope of Work.

The Request for Proposals (RFP)/Request for Qualifications (RFQ) will be released by SPC on May 5, 2021. Copies may be downloaded from the SPC Website (www.spcregion.org) or may be obtained by e-mail request to Kristin Baum at kbaum@spcregion.org.

The Borough of Brentwood (BOROUGH), Allegheny County, Pennsylvania, is issuing a Request for Qualifications (RFQ) from qualified Developers interested in submitting a proposal for the purchasing and development of the Brentwood Borough Existing Site Development Project located at 3624 Brownsville Road, Pittsburgh, PA 15227, and adjacent property including 10-12 Marylea Avenue and 3630 Pary Street.  Through a two (2) Step qualifications and proposal process, the BOROUGH seeks to designate a Development Entity or multiple Development

Entities with exceptional experience (ten (10) year minimum) and capability to transform the Existing Site Development Property into a thriving, mixed use property, that offers a collaborative environment based on job creation retail, market rate housing, and neighborhood enhancement.  This selection process will lead to the designation of a Development Entity responsible for reutilizing the existing structure or demolishing the structure to redevelop the Existing Site Development Property.  The ownership of the Development property will be transferred to the Development Entity.

Prevailing wages established under the Davis-Bacon Act will apply to this contract.  The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goal for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses and related matters.

Sealed bids for the Slippery Rock Township Pavilion and Restroom Project located in Slippery Rock Township, Butler County will be received in the office of Benjamin Holland, BUTLER COUNTY CONTROLLER, FLOOR 5, COUNTY GOVERNMENT CENTER, 124 WEST DIAMOND STREET, whose mailing address is P.O. BOX 1208, BUTLER, PA 16003, on or before 2:00pm, June 8, 2021.  All Bids must be plainly marked Bid –Slippery Rock Township Pavilion and Restroom Project on the outside of the envelope.  

Bids will be opened on June 9, 2021 at 10:00 AM at the Commissioners Public meeting in the Planning Commission Conference Room, Butler County Government Center Annex, 124 West Diamond Street, Butler, PA.

Plans, specifications and bid documents are available at EADS Group, 15392 Route 322, Clarion, PA 16214 between 8:00 am and 4:00 pm upon payment of a non-refundable fee of $75.00 for each set of bid documents or $25.00 for the electronic format.  Shipping is an additional $15.00.   Contact EADS Group with questions at 814-764-5050 or to have the documents mailed to you. 

Each proposal shall be accompanied by a bidder’s bond, or certified check or cashier’s check, in favor of the County of Butler, in the amount of not less than ten percent.  The County of Butler reserves the right to waive any informality in and to accept or reject any and all bids or any part of any bid.  No bid may be withdrawn for a period of sixty (60) days. 

Prevailing wages established under the Davis-Bacon Act will apply to this contract.  The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goal for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses and related matters. 

A non-mandatory pre-bid meeting will be held at Slippery Rock Township Building 155 Branchton Road, Slippery Rock, PA on May 18, 2021 at 11:30 AM.
