conducting Phase I ESA’s according to EPA’s AAI requirements, developing and implementing Sampling and Analysis Plans and Quality Assurance Project Plans., conducting site assessments in accordance with PA Act 2, conducting site characterizations relative for storage tanks, working in a team environment with the EPA’s Community Wide Brownfields

Assessment Grant, meeting goals for minority and woman owned businesses.

Economic Development/ Real  Estate Firms- Qualifications relative to the following should be discussed: inventorying real estate, working with property owners, redevelopment planning, managing the U.S. EPA’s Community-Wide Assessment Grant, packaging other economic incentive programs, working in a team environment, assistance in securing women and minority participation.

ADVERTISEMENT FOR BIDS

Notice is hereby given that separate and sealed proposals will be received by the Borough of Swissvale,

7560 Roslyn Street, Pittsburgh (Swissvale), PA 15218 until 11:00 AM, Prevailing Time, on Tuesday, August 2, 2021 opened and read immediately thereafter in the Municipal Council Chambers for the following project:

NEW PUBLIC WORKS FACILITIES

This project consists primarily of site improvements, the rehabilitation of existing interior and exterior facilities and construction of new facilities at the Borough of Swissvale Municipal Building, located on McCague Street in the Borough of Swissvale.

Copies of Information for Bidders, Contract, Form of Proposal and Bid Forms, Plans and Specifications may be examined or obtained for bidding purposes from the GLENN ENGINEERING & ASSOCIATES, 14920 Route 30; North Huntingdon, PA  15642.  Copies of the documents may be obtained with a check or money order deposit (non-refundable) made payable to Glenn Engineering &

Associates, Ltd. in the amount of One Hundred Dollars ($100.00).  Requests for mailing will be honored with an additional fee of Twelve Dollars ($12.00)NO documents will be  issued within 48 hours of the  scheduled bid opening.

Each proposal shall be accompanied by a Bidder’s Bond, Cashier’s Check, or Certified Check in favor of the Borough of Swissvale in the amount of not less than ten percent (10%) of the amount of the proposal, as evidence the bidder will accept and carry out the conditions of the contract in case of award.

This contract shall be subject to the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, 43 P.S. Section 165 et seq.  Workers shall not be paid less than the prevailing minimum wages as set forth in the applicable schedule.

No bid may be withdrawn for a period of sixty (60) days once filed with the Borough of Swissvale.  The Borough of Swissvale reserves the right to reject any or all bids and to waive any informality in the bids received.
