The Housing Authority of the City of Pittsburgh (HACP) hereby requests bids from qualified Firms or Individuals capable of providing the following service(s):
PAINTING OF UNITS FOR
ASSET MANAGEMENT
The documents will be available no later than August 31, 2026, signed and sealed bids will be accepted
until 10:00 a.m. on October 1, 2026. The Housing Authority of the City of Pittsburgh will only accept physical bids dropped off in person from 8:00 AM until the closing time of 10:00 a.m. on October 1, 2026, in the One Stop Shop at 412 Boulevard of the Allies. Pittsburgh, PA 15219. Bids may uploaded to the Authority’s online submission site, the link is accessible via the HACP website and within the IFB. Sealed bids may still be mailed via USPS at which time they will be Time and Date Stamped at 412 Boulevard of the Allies, 6th Floor Procurement, Pittsburgh, PA 15219.

THE HOUSING AUTHORITY OF THE CITY OF PITTSBURGH will receive sealed bids for the ABK Daycare Emergency Egress Project, AMP-02.
The construction work is estimated to begin in December of 2026.

HACP will also accept online submissions for this Invitation for Bid in addition to accepting submission at 412 Boulevard of the Allies Office. For respondents wishing to submit online, please access the instruction provided in the project manual or on HACP’s website to submit the bid digitally. In addition to electronic submittal above, HACP will accepting physical bids dropped off in person from 8:30 am until the closing time of 10:00 a.m. on
September 30, 2026, in the lobby of 412 Boulevard of the Allies, Pittsburgh, PA 15219. Seal bids may still be mailed via USPS at which time they will be time and date stamped at 412 Boulevard of the Allies, 6 Floor, Pittsburgh, PA 15219. All bids must be received at the above address no late that
September 30, 2026, at 10:00a.m. regardless of the selected delivery mechanism. THE HOUSING AUTHORITY OF THE CITY OF PITTSBURGH reserves the right to waive any informality in or reject any and all bids. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the HOUSING AUTHORITY OF THE CITY OF PITTSBURGH.
The Contractor will be required to comply with all applicable Equal Employment Opportunity requirements for Federally Assisted Construction Contracts. The Contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sexual preference, handicap or national origin.
HACP has revised its website. As part of those revisions, vendors must now register and log-in, in order to view and download IFB/RFP documentation.
