The West Mifflin Sanitary Sewer & Stormwater Authority is seeking an experienced Plant Manager/Director to lead all operational, financial, and personnel functions of a complex wastewater and stormwater utility.
Key Responsibilities
• Provide strategic leadership and advise the Board of Directors
• Oversee daily operations of wastewater, sewer, and stormwater systems
• Manage budgets, capital projects, and outside consultants
• Ensure compliance with all federal, state, and local regulations
• Lead staff, labor relations, and organizational development
• Implement strategic plans and drive operational improvements
Qualifications
• Bachelor’s degree (Engineering, Biology, Chemistry, or related field preferred)
• 7+ years experience in wastewater/sewer/stormwater systems
• 5+ years in a management role
• Strong knowledge of PA regulations (NPDES, MS4) and wastewater treatment processes
Licenses
• Valid PA Driver’s License
• Ability to obtain within 6 months: CDL (Class A/B) and PA Wastewater Operator Certification (Class A,E; Subclasses 1 & 5)
Compensation & Benefits
• Salary: $115,000 – $130,000, commensurate with experience

ADMINISTRATIVE ASSISTANT TO THE FINANCE DIVISION
The Administrative Assistant to the Finance Division is responsible for the management and implementation of various administrative processes and programs that directly impact the Finance Department’s internal business processes for the Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit (PRT). This position provides administrative assistance, analytical, and project support to the Chief Financial Officer, including collecting and synthesizing data, preparing briefs, coordinating cross‑departmental initiatives, and supporting strategic planning efforts aligned with agency-wide goals. Duties can range from special projects as directed by the CFO to support agency long term and strategic goals such as collecting, organizing, and synthesizing data and preparing brief, and supporting change management to administrative support such as preparing documents, receiving, and directing phone calls, scheduling appointments, and arranging meetings and travel, processing mail and timesheets for the division staff and ordering supplies. The position reports directly to the Chief Financial Officer and involves maintaining a high degree of confidentiality, trust, attention to detail and relationship building.
Essential Functions:
· Prepare documentary materials for use and/or approval by the Finance Division in appearances before community groups, committees, State and local partners, and interagency meetings.
· Schedules appointments and plans for meetings, conferences, and travel; secures approval of dates and times with appropriate individuals for the division chief and associated division staff.
· Drafts, formats, edits, and maintains reports, correspondences, memorandums, administrative and policy documents for Chief Financial Officer and associated division staff.
Job requirements include:
· Associates Degree in Business Administration, public administration, or related field from an accredited school. Related experience may substitute for education on a year-for-year basis.
· Ideal candidate will possess a minimum of five (5) years of experience leading key organizational activities, managing multiple tasks, and liaising coordinated activities directly for a member of a senior leadership team or executive within a company or business.
· Ability to identify problem areas and evaluate, recommend, and implement solutions to resolve complex organizational challenges.
· Strong attention to detail with a focus on accuracy efficiency.
· Ability to establish cooperative relationships with internal and external stakeholders.
· Strong written and verbal communication skills; strong listening and comprehensive skills.
· Strong presentation skills and the ability to communicate with a diverse set of stakeholders.
· Ability to work well without close supervision and demonstrate initiative.
· Ability to manage multiple tasks.
· Demonstrated ability in Microsoft Teams, Windows, Word, and Excel.
Preferred attributes:
