Port Authority of Allegheny County d/b/a Pittsburgh Regional Transit (PRT) is requesting proposals for the performance of the following service (“Contract Services”):
PROPERTY AND CAUSUALTY RISK MANAGEMENT SERVICES
The work under the proposed Agreement consists of the application of skills, knowledge and expertise to support PRT’s property and casualty risk management programs, including but not limited to, the design and marketing of operational insurance coverages, evaluation of insurance proposals, placement of insurance coverages, claim advocacy, property engineering advocacy, and advising on insurance requirement for PRT and PRT’s contractors and vendors. Contractor will provide comprehensive insurance marketing services for the third party insurance coverages currently held by or sought by PRT net of commissions and other brokerage fees or taxes. All policy premiums will be paid directly by the Contractor to the applicable insurance carrier(s) and PRT will reimburse the Contractor for the policy premiums once paid and invoiced to PRT by the Contractor.
The required services will be issued on a work order basis as they are approved to proceed by PRT.
The Agreement will be for a 3-year period with the option to extend the term of the Agreement up to 2 additional years at the sole discretion of PRT.

Bids from pre-qualified contractors must be sealed and addressed to, Borough Manager, 605 Ross Avenue, Wilkinsburg, PA 15221 and must indicate on the outside of the envelope “TRAFFIC SIGNAL UPGRADES WILKINSBURG CYCLE 3”, before 9:00 A.M. prevailing time, October 23, 2026, and the same will be publicly opened and read at that time.

A certified check or bank draft payable to the order of the Borough of Wilkinsburg, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount not less than ten percent (10%) of the total bid shall be submitted with each bid. All bids must be submitted on a lump sum basis.
Bidders must be pre-qualified by the Pennsylvania Department of Transportation and submit proof thereof with their bid.
Pennsylvania prevailing minimum wage rates will apply.
Wilkinsburg Borough reserves the right to reject any and all bids or to waive any informality in the bidding.
Bids may be held by the Borough of Wilkinsburg for a period not to exceed forty-five (45) days from the date of opening of Bids for the purpose of reviewing the bids and investigating the qualifications of Bidders prior to awarding the Contract.

WORK HOMEOWNERSHIP PLAN
The Housing Authority of the City of Pittsburgh (HACP) is a participant in the federal Moving to Work (MTW) Demonstration Program. The HACP MTW Homeownership Program is a U.S. Department of Housing and Urban Development (HUD) approved MTW activity and is contained in the MTW Annual Plan appendices.
HACP is updating its MTW Homeownership Plan. Key changes include increasing the employment requirement from 12 months to 24 months, strengthening homeownership preparation and partnerships, clarifying
eligibility, application and waiting-list procedures, establishing processes for scattered-site homeownership opportunities, and enhancing financial assistance, home warranty coverage, education, and other supports intended to promote sustainable homeownership.
The revised Homeownership Plan is available for review and comment from Sunday, from August 23, 2026, to September 22, 2026, on the HACP Web Site: www.hacp.org. Printed copies of the FY 2027 MTW Homeownership Plan can be obtained by contacting Serra Heck in the HACP Asset

Public Hearings to receive public comments on the FY 2027 HACP MTW Homeownership Plan will be held on Thursday, September 3, 2026, at 9:30 a.m., and 5:30 p.m. via Zoom. The Zoom Meeting information can be accessed at www.hacp.org
Written comments on the FY 2027 HACP MTW Homeownership Plan must be addressed to: “Attention: Serra Heck – HACP FY 2027 Moving to Work Homeownership Plan” at the HACP Asset Management Office, 412 Boulevard of the Allies, 7th Floor, Pittsburgh, PA 15219, or Serra.Heck@hacp.org, and must be received by 5:00 pm Eastern Standard Time on Tuesday, September 22, 2026.
Once approved, the final FY 2027 HACP MTW Homeownership Plan will be effective on the first day of the fiscal year, January 1, 2027, or after the HACP receives approval from the U.S. Department of Housing and Urban Development (HUD) Moving to Work Office, whichever occurs later.
