Notice is hereby given that pursuant to the provisions of Act No. 171 of 1984, approved by the Governor October 11, 1984, of the Commonwealth of Pennsylvania, which in part

authorizes and empowers the City Treasurer of cities of the second class to sell, at public sale, lands or real estate upon which the taxes assessed and levied by the City or School District or Allegheny County are delinquent and unpaid; this Act is known as the Second Class City Treasurer’s Sale and Collection Act.

WORK HOMEOWNERSHIP PLAN

The Housing Authority of the City of Pittsburgh (HACP) is a participant in the federal Moving to Work (MTW) Demonstration Program. The HACP MTW Homeownership Program is a U.S. Department of Housing and Urban Development (HUD) approved MTW activity and is contained in the MTW Annual Plan appendices.

HACP is updating its MTW Homeownership Plan. Key changes include increasing the employment requirement from 12 months to 24 months, strengthening homeownership preparation and partnerships, clarifying

eligibility, application and waiting-list procedures, establishing processes for scattered-site homeownership opportunities, and enhancing financial assistance, home warranty coverage, education, and other supports intended to promote sustainable homeownership.

The revised Homeownership Plan is available for review and comment from Sunday, from August 23, 2026, to September 22, 2026, on the HACP Web Site: www.hacp.org. Printed copies of the FY 2027 MTW Homeownership Plan can be obtained by contacting Serra Heck in the HACP Asset
